In its change in ICT Ecosystem, electronic government changes to its wireless m-Gov from existing PC-based e-Gov. Thus, in order to realize the smart government, m-Gov needs to be vitalized and the strategies for this realization are required. Also, some countermeasures for those strategies and political instructions which the electric government should follows are needed. Above two are the ultimate purpose in pursuing administrative ideals because the realization of m-Gov innovates the government and betters quality of national life off. Therefore, this paper, to realize the smart government, provides some strategies for vitalization of m-Gov's electric government services, their countermeasures, and political instructions for Smart m-Gov.
Rationality only based on human experience and visuals takes huge toll on nation at the time of disasters. Accordingly, it is required to convert its system into national disaster-managing system based on governmental departments effective cooperation against catastrophic emergencies. Thus, this manuscript rejects empirical model of calamity measures and provides substituting prototype based on u-Gov which utilizes UT service from the developed countries' cases. Moreover, in order to provide nation's administrative services, the paper suggests alternative for politic issues which realizes a new incorporated control towel reflecting policies.
Secret communication has developed from analogue communication to digital one. Secret communication which is based on digital communication has been designed succeeding safety of one-time pad. One-time pad's safety is attributed to the security of secret key's mutual storage and mutual synchronization that is the key's interchange basis is one of the essential factors. This manuscript examines mathematical stability of BB84 algorithm which is one of the quantum cryptography system, and conducts transmission of quantum key. The created key suggests One-time Pad algorithm which interchanges ciphertext implemented AES's 64th round.
As ICT Ecosystem does, electronic government changes in its form. Accordingly, in order to realize Smarter m-Gov, the governments need to vitalize m-Gov services and enact technology policy. Therefor, this manuscript suggests possible model of m-Gov realization and security algorithm as a technology policy which applies quantum cryptography system to server security for the construction of secured m-Gov's infrastructure.
