In this paper, we propose a portable efficient low cost healthcare system to establish a mobile telecare environment for low income countries. This system acquires ECG signal and enables monitoring patient remotely rather than keeping them in emergency care due to the lacking of expensive ECG devices. The system composes of two main parts linked by and SD card, the first part is all about acquiring ECG data, with a cheap AVR microcontroller implementing a RTOS through the AD8232 differential amplifier, and the second module is the dedicated versatile Java application for displaying those signals via the MySQL DBMS.
