Considering the socio-economic reality of Brazil and from the relevance of the issues related to entrepreneurship and organizational innovation in the country, the importance of sustainability for the organizations could become a solution for the integration of entrepreneurship with innovation. The objective of this research is to highlight the relevance of sustainability for organizations as a way to trigger the integration of entrepreneurship toward innovation in the Brazilian context. Various exploratory and descriptive researches on the dynamics of entrepreneurship, innovation and sustainability in the main organizations of the Serra Gaúcha (RS), Brazil were carried out through the Multidisciplinary Research Group on Innovation and Competitiveness, in partnership with a research Nucleus on Innovation, Entrepreneurship and Sustainability. The main results indicate that the key sectors of this Brazilian regional economy present less "innovation intensity," which are mainly characterized by internal organizational activities of innovation, preventing them to become "regional systems of innovation," and which presupposes the lack of sustainability. Those limitations can be characterized as "innovation ghettos." In that logic, the researchers have also demonstrated the presence of "ghettos of sustainability, ghettos of innovation, and therefore, ghettos of sustainability
O presente artigo teve por objetivo analisar os fatores que determinaram a constituição de um ambiente de inovação, o caso da Incubadora Tecnológica de Luzerna (ITL), e o papel desempenhado pelos atores da tríplice hélice. Trata-se de uma pesquisa qualitativa, exploratória e descritiva, que utilizou entrevistas semiestruturadas e análise de conteúdo como principais fontes de coleta e análise de dados. Como abordagem teórica, utilizou-se o modelo da tríplice hélice de Etzkowitz (2009). Os principais resultados destacam os seguintes fatores determinantes no surgimento da ITL: envolvimento de lideranças locais; a iniciativa do poder público municipal; presença de instituições públicas e privadas; inexistências de incubadoras em municípios próximos; e a necessidade de criar novas matrizes econômicas à região. Dentro o papel dos atores, destaca-se o ator governo, em especial a Prefeitura Municipal de Luzerna, em criar incentivos legais e financeiros, estimular a interação entre diferentes atores, gerar novas demandas de mercado, e estimular o surgimento da ITL. O ator universidade pela pré-incubadora existente, gerar conhecimento e formar profissionais. O ator empresa, pela colaboração interna das incubadas na ITL e a instalação da empresa âncora como incentivo para atrair novos empreendimentos.
Purpose The purpose of this paper is to analyze and understand the condition that lead to a constitution’s path of Brazilian Science Parks, in the State of Rio Grande do Sul, and consequently to propose a new dimension of analysis to the Triple Helix. Design/methodology/approach A qualitative approach was used to elaborate a descriptive and exploratory research design, where a case study method was applied on six science parks. Findings The use of the Triple Helix model could not explain the Brazilian Science Park development realities. A new element, related to the innovation model, was considered as a determinant in the constitution of the Brazilian parks, and is represented as the community leadership category, as the Fourth Helix. Research limitations/implications Since it is a qualitative study, the results obtained have a strong relation with the local, cultural and historically constructed contexts. Bias from the researchers’ subjectivity in the data collection procedures is present, although the validity and reliability measures were performed. Practical implications The construction of designed and implemented specific “fertile models,” which are capable of developing the necessary conditions for the constitution and the consolidation of science parks in Brazil. Social implications Such empirical contribution comes from data referring to spontaneous and endogenous local community development movements. Originality/value The identification of a new element of the Triple Helix innovation model is represented as the community leadership category and is considered as a key determinant in the constitution of the Brazilian Science Parks.
ResumoEsta pesquisa objetivou identifi car o modelo atual da produção do setor audiovisual, considerando as atividades de TV, vídeo e cinema, no AbstractThis research aimed to identify the current model of production of the audiovisual sector, considering the TV activities, video and fi lm, in the state of Rio Grande do Sul, applying the model of Triple Helix, due to declines in public and private investment, which moved the state to 11th position in this sector in the creative industry. Using a qualitative approach, the exploratory study used in-depth interviews with semi-structured applied to actors in the audiovisual production sector between industry spheres, government and university, from the perspective of innovation. The fi nal results indicated that the audiovisual sector in the state of Rio Grande do Sul, can't be considered an innovation system, but your industry model is in the process of evolution, from a combination of previous models, statesman and part laissez-faire tending to the model of the theory of Triple Helix. Point is, opportunities for future work.
