Further, it discusses the policies adopted by the state pertaining to shifting cultivation (including land-use policies and watershed development programmes) and their impact. The policies framed in Mizoram were based on a condemnatory view of shifting cultivation and constantly emphasized replacement of 'jhumming' with permanent agriculture.
