Study on agriculture resource development and poverty in the country border regions were rarely found. This paper investigates the strategic program in increasing agricultural production for poverty alleviation of smallholders and reducing agriculture resource conflict, by employing Interpretative Structural Modeling. The results show that, strengthening institutional management of agriculture local resource potential should be more focused on institutions in the border regions (districts level) to avoid resource conflict in agriculture. Among the 10 strategic programs was revealed, there are three programs to encourage agricultural development and help poverty reduction in borders region. They are (1) the application of primary product processing techniques (for the farmers), (2) secondary product processing techniques for downstream (for industries), and (3) price policy improvement in borders local market (for the government). These three programs are the driving force for agricultural development in help rural poverty alleviation. In addition, local community needs more social supports and public services improvement in the border region.
The paper determines the essence and the functionality of the ASEAN Political-Security Community (APSC) by looking at a wide range of regional studies, evaluating theoretical approaches in international relations, and examining case studies related on regional security in the Southeast Asia, since the establishment of the APSC in 2015. Essential complex challenges faced include the rise of China, unresolved territorial conflicts and maritime disputes, rigid application of non-interference principles in the internal affairs of the local states, and the failure of ASEAN in protecting human rights regionwide. Based on the study cases that were analysed in this paper, the paper concludes that: (1) the essence of multilateralism is challenged by the complicated nature of interstate relationships and interactions of individual ASEAN member states; (2) development of security cooperation cannot be measured due to complexity of geopolitical and geoeconomic interests; and (3) boundaries in the ASEAN framework have very weak foundations. The developments taking place in the region have hampered ASEAN's ability to optimally perform its core purpose of establishing a stable political environment in the region.
This research aimed to determine the stocking density that support the best growth and survival rate of carp cultivated in aquaponic systems, and to study the water quality of carp culture with different stocking densities in aquaponic systems. The study used 12 aquaria measuring 40x40x40 cm each (water volume of 50 liters). The experimental fish are carp (Cyprinus carpio) weighing in average of 3.5 g/individual. The fish were cultivated with different stocking densities as treatment, including A = 4; B = 7; C = 10 and D = 13 individuals/aquarium. The fish were fed with pellet at 5%/body weight/day with a feeding frequency of two times a day. The study was conducted for 4 weeks. Data consisting of daily growth, survival and water quality parameters (temperature, pH, dissolved oxygen, ammonia, nitrite and nitrate) were measured once a week. The data obtained were analyzed by ANOVA. The results of the study showed that the difference in stocking density had no significant effect on the growth and survival of carp. Water quality was in a reasonable range to support the growth and survival of carp cultivated with aquaponic systems.Keywords: cultivation, carp, aquaponics, stocking density, growth
