A high-speed highway in the design encounters many problems, for the solution of which it is necessary to find the best ways. One of these problems is the overheating of the wire of the contact network (CN) when passing through the neutral insert. The authors propose an insulating connection device (ICD) of the CN, which will allow to avoid the occurrence of an electric arc, and, consequently, the overheating and subsequent failure of the contact wire. ICD CN is a set of resistances that change towards the end of the section in front of the neutral insert. The greatest danger will be the current that occurs when entering the neutral insert than when leaving it to the contact wire (CW). In this case, the overheating of the CW is possible for two reasons. Firstly, the melting of the wire is possible for a classical reason - the heating of the CW that has arisen as a result of a short circuit by an electric arc, and its subsequent rupture. Secondly, after the introduction of additional resistances, a new electrical circuit is formed. Under the influence of current, new elements of this circuit - stepped resistances - will be subjected to heating, which is directly dependent on the time of current action on a certain section of the ICD CN. As a result, the CN proposed by the authors of the ICD should solve the problem of overheating of the CW on the AC railway. In the course of the study, the dependence of the voltage on a specific section of the ICD CN was also obtained at the time the rolling stock was in the same section.
As a result of the analysis, it was found out that for the effective implementation of the financial and economic mechanism requires a comprehensive application of all methods and levers as an economic and financial mechanism. It is proposed to consider the financial and economic mechanism with a set of financial and economic methods, tools, methods and levers, which, in combination of applications, make it possible to regulate financial and economic processes and analyze the effectiveness of achieving sustainable development goals in full. Estimation of the issue of the formation of the financial and economic mechanism of the concept of sustainable development It should be noted that the purpose of the financial and economic mechanism is to create favorable conditions for sustainable development. And under the effectiveness of this mechanism, it is necessary to understand the achievement of the goals with the minimum expenses of resources and damage to the environment. Taxation of ecosystem services should be considered an effective part of the financial and economic mechanism of the concept of sustainable development, since it performs a stimulating function. The main objective of taxation of ecosystem services is to reduce emissions to the environment and ensure mobilization of funds and their direction for environmental protection. Consequently, the transformation of the financial and economic mechanism should be considered as a process of purposeful transformation of individual elements of the financial and economic mechanism against the subjects of individual levels of financing. During the analysis, the periods of transformations of financial and economic mechanisms, which include: the stage of conceptualization of sustainable development are proposed: Stage of institutionalization of sustainable development; Stage of actualization of sustainable development in the global economy. A characteristic feature of the transition to the next stage is to enhance the integration of financial instruments. With increasing and deepening of the global relationships, there was a need to provide more effective international cooperation. An impetus to cooperation between Ukraine with international financial organizations and governments of foreign states was the influence of external and internal challenges of economic, political and social character in modern conditions.
Hydrangea macrophylla (Thunb.) Ser. is one of the most popular ornamental crops, used in landscape design. This article represents the study of the variety resistance of species and influence their of climatic change. In that sense the effective technology of plant shelter for the winter hardiness can be considered as a successful important factor for the promotion of this crop in northern area. Wherefore we consider in a comparative analysis of H. macrophylla varieties Forever & Ever Blue and Peppermint, which we carried out after winter hardiness in the conditions of central Russia. The most reliable and proven way to shelter for winter of hydrangea is the shelter of lutrasil, which contributed to an increase in the viability of shoots and the amount awakened buds, and also provided the better growth of shoots during the month. The highest percentage of overwintered shoots (77,8%), the amount of vegetative and generative buds (19,3±1,3 сm и 9,6±0,7 сm., respectively) and the total growth of shoots in spring (10,2 cm) were characteristic for variety Forever & Ever Blue for using lutrasil as a shelter.
