The article explores the related concepts of best practice agencies (BPAs) and fast-track institutionalization. We define BPAs as agencies that have been inspired by international trends in urban governance, often opened within local urban contexts to implement urban planning best practice policies and programs. Importantly, we argue that BPAs often go through processes of “fast-track institutionalization”, meaning that in an attempt by mayors to showcase their effectiveness to their constituents, the institutionalization of BPAs is deemphasized. Through exploring two BPAs in Mexico City, namely the Laboratorio para la Ciudad (LabCDMX) and the Autoridad del Espacio Público (AEP), we illustrate how each BPA bypassed the capacity-building and public action processes required to build consensus on their importance within city government. We then suggest that fast-track institutionalization is one aspect that can eventually contribute to the closure of BPAs. We conclude by exploring how BPAs have created a site of contention between best practice adoption and local processes of institutionalization, eroding their ability to implement their mandates over the short and long-term.
Este estudio explora la evolución de la estructura urbana del Área Metropolitana de Guadalajara (AMG) entre 1999 y 2019. A través de un análisis de doble umbral se identifican nueve subcentros de empleo en 1999 y 14 en 2019, y se analiza su tamaño, estructura espacial y especialización económica. El cálculo de un índice de primacía demuestra que el AMG tiende hacia el monocentrismo. Si bien el AMG ha logrado la aparición de nuevos subcentros de empleo, éstos se agrupan en el espacio para conformar lo que se podría denominar “la gran aglomeración central del AMG”. Por último, se discuten las implicaciones del estudio para la accesibilidad a los empleos en el AMG.
Se presenta un listado de 40 especies de flora, novedosas para las provincias de Murcia, Albacete y Almería (España). Se incluyen datos sobre la corología y ecología de todas las especies. De alguna de ellas, se realizan comentarios taxonómicos y sobre su rareza, grado de amenaza o el carácter invasivo, en el caso de las alóctonas, además de la posibilidad de incluirlas en futuros listados de protección legal o de especies exóticas invasoras. Se incluyen fotografías de algunas especies relevantes.
AbstractNew floristic records for the provinces of Murcia, Albacete and Almería (Spain) In this work, 40 new or interesting records for the flora of Murcia, Albacete and Almeria are listed. We included chorological and ecology data for every species. Comments about scarcity, threaths or invasiveness are included for some of the species, in order to add them in further revisions of Catalogues of threatened flora or lists of invasive alien species. Photographs of several of the listed species are also included.
