To counter these problems, this paper proposes applying an augmented macro-theoretical model to estimate the determinants of TFP by jointly considering the e¤ects of R&D and the impact of non-R&D innovation activities on the productivity levels of …rms. Estimations from a model of a sample of EU-26 countries covering the period [2004][2005][2006][2007][2008] show that the distinction between R&D and non-R&D e¤ects is signi…cant for a number of di¤erent issues. First, the results show a sizable impact on TFP growth, as the impact of R&D is twice that of non-R&D. Second, absorptive capacity is only linked to R&D endowments. This paper offers estimates of the underreporting of income by selfemployed workers using the Spanish household surveys over the period [2006][2007][2008][2009]. We replicate the well-known approach by Pissarides and Weber (J Public Econ 39(1):17-32, 1989) but extending its interpretation for admitting also the concealment of income by salary workers. Our results show that the reported income by self-employed has to be increased by about 25 % to obtain the level of income which would equal the level of underreporting by employees. Our estimates are robust to changes in specification, endogeneity and non-linearities.
The paper examines the fiscal impacts, and the associated welfare cost, of marginal reforms to work-related tax relief in five European countries. We combine a theoretical model of labour supply with micro-simulation results from an EU-wide model, which allows us to capture the interaction between the specific tax incentive and other relevant provisions of the tax-benefit system along the entire earnings distribution. We find that changes in labour supply decisionsboth at the extensive (participation) and at the intensive margin (hours worked)have significant impacts on the revenue gain from the simulated reforms. Our results suggest that at least one-fourth of the extra tax revenues collected through a reduction in work-related tax incentives is washed away following labour supply adjustment, notably due to lower participation by individuals most at risk of exclusion. In some instances, the erosion of the initial revenue gain becomes substantial. For policies strongly targeted at the bottom of the earnings distribution, the reform might even bring about a net revenue loss, depending on the calibration of the labour supply elasticities to reflect heterogeneity across types of workers. The welfare effect of contractions to these tax schemes could be far from negligible.
The real core of the smart specialisation approach is embedded in what is known as the entrepreneurial process of discovery (EPD), which is a main novelty of this innovative policy framework. A successful EPD requires a relevant involvement of stakeholders, but this demands a careful actors' selection. This paper proposes an analytical method for the selection of private business stakeholders, based on a transparent and measurable criterion: the choice of the entrepreneurs who can best de…ne an adequate resource allocation over time in a context of uncertainty. On the basis of a dynamic general equilibrium model with monopolistic competition, the paper proposes a simple test comparing the optimal decisions on factors'demand taken in di¤erent periods. The closer the factors' demands are, the better the entrepreneur's ability will be to predict the most adequate level of resources. The main contributions are threefold. Firstly, it proposes an analytically-sound method to discriminate between entrepreneurs, which could minimise rent-seekers'behaviours. Secondly, the model incorporates new features in relation to previous references, such as monopolistic competition and consumer behaviour. Thirdly, the entrepreneurship discussion is broadened to consider not only labour but also private capital.

The study results show that either poor or rich regions can display higher regional public borrowing on average, and these results can be linked to the institutional design of regional equalization systems in place. Particular elements, such as tax efforts and fiscal capacities, also play relevant roles in this regard.
