Pada tahun 2016 masih terdapat 35.291 Ha permukiman kumuh perkotaan yang tersebar di hampir seluruh wilayah Indonesia Kondisi tersebut diperkirakan akan terus mengalami penambahan apabila tidak ada bentuk penanganan yang inovatif, menyeluruh, dan tepat sasaran. Kabupaten Mojokerto merupakan wilayah yang masuk dalam daftar kawasan permukiman kumuh, hal ini berdasarkan daftar kabupaten/kota yang ada dalam program KOTAKU (Kota Tanpa Kumuh). Sedangkan peraturan UU Nomor 1 Tahun 2011 tentang Penanganan permukiman kumuh wajib dilakukan oleh Pemerintah, Kepala daerah dan atau setiap orang. Tidak diketahuinya tingkat kumuh dan penanganan yang sesegera mungkin di suatu kawasan dapat menimbulkan kawasan permukiman kumuh baru.

Introduction: One critical area in the overall patient care flow in the hospital is the process of patient discharge . The high number of bed usage in the ward posed a problem in terms of queuing or even delaying admissions and transferring new patients to the ward. One of the causes admission delay and transfer of patients is a very long process of patients discharge . It takes time 3-4 hours for general patients and more than 4 hours for insurance patients. Method: The aim of this research is to analyze the root cause of waiting time length of inpatient discharge administrative process in Hospital "N" in Malang. The research type is descriptive explorative through interview, observation and document search. Result and analysis:The main problems encountered included non-optimal management systems, unequal human resource (HR) capabilities, and inadequate infrastructure. The length of waiting time for inpatient discharge administrative process in Hospital "N" was due to various interrelated matters in the ward; pharmacy installation, and administration department. Discussion: The root cause of the main problem that can be identified in terms of system are human resources, and infrastructure facilities in the three units. Comprehensive remedial strategies are needed to improve the waiting time of the hospital discharge process in Hospital N.
