The article offers an information about the work carried out on technical monitoring of the city sewerage system tunnel in the framework of the actual problem of recreating the objects of cultural heritage of St. Petersburg, which fall into the protected zone of underground engineering networks. The purpose of the study is to identify values of the stress-strain state of the tunnel lining at various stages of construction of a cultural heritage object located on the earth’s surface in the immediate nearness. For formation of a base of the analyzed values was undertaken geolocation of ground massive, conducted geodetic measurements, defined the deformation of the soil by inclinometer boreholes, was obtained graphs of precipitation the soil massive, developed by setup technology for strain gauge sensors linear displacement inside the tunnel, worked out the mathematical model in the specialized software. Analysis of the obtained results allowed us to associate values of the stress-strain state of the collector tunnel effect from the buildings under construction and structures, as well as to identify the actual task for further research to develop methods of rapid diagnosis of the stress-strain state of tunnel lining structures in terms of their special mode of operation.
This article approaches Russia’s strategy of countering the United States indirectly by way of intermediate states. It is concerned with the reasons why Russia decided to engage in the Syrian conflict in 2015 and, from this perspective, the real goals of Russia’s policy in the region. These questions cannot be considered without taking account of how they are linked with the all-out confrontation between Russia and the West in Ukraine. The Syrian conflict merely represents an external platform for Russia in countering the United States. Russia is testing her own power to force the United States out of Syria and seeks any opportunity to demonstrate American vulnerability. There is a triangle of interests for the key regional actors—Turkey, Iran, and Russia—that oppose US interests. The rising confrontation with Washington in Syria triggered Moscow to seek ways of using other potential rivals of the United States, given that there are numerous areas of tension and conflict with Washington beyond the Middle East. The author’s analysis of the actors’ behavior is based on the “security dilemma” and the “balance of power” approaches. There are well-known disputes between “defensive” and “offensive” realism in the theory of international politics concerning which of these approaches is more reliable and reasonable when considering costs and results, as well as the risk of tensions spiraling out of control (“security spiral”). The aim of this research is to make a comparison between America’s offensive strategy with Russia’s defensive approach and evaluate the efficiency of both policies. Following a particular scholarly approach, this article presumes that Moscow acquires power via the indirect, “low-cost strategies,” using any opportunity available to counterbalance US power via other countries. It is concluded that offensive or defensive behavior depends on the situation and available resources. The United States has sufficient resources to implement an offensive strategy, and Washington may raise the stakes in confrontation. Russia’s defense approach of a “buck-passing” strategy is more efficient, but Moscow suffers from a lack of resources and chooses indirect countering, using any means necessary to counterbalance US power in Syria and beyond.
The article is about how pro-Israel and pro-China interest groups try to lobby on the ground of Capitol, White House and executive branch. The study of the lobbying results is based on «General theory of action» T. Parsons. It is concluded that for lobbying interests the main point will be the representation of the interests in the political and public spaces and the creating of advocacy and lobbying infrastructure. The ability of the Israeli lobby to achieve the goal can be explained, firstly, by political inclusion in the decision-making process, and, secondly, by almost axiomatic representation Israel interests through the national interests of the United States. The Israeli lobby can be considered as the religious lobby. It can use the possibilities of Jewish religious organizations in grass root action. Also this gives the opportunity to avoid the requirements of the LDA. From the point of view of the theory of Talcott Parsons, the success of the Israeli lobby is the cause of the action of a large number of actors that may form in large groups. Another advantage of the Israeli lobby is the ability of its members to get relevant information about the current situation in different spheres of political life in the U.S. The objective of the present study was to reveal the ways in which China lobby succeeds. The influence of China lobby on decision-making process in the United States can be explained through strong economic ties between American corporations and the Chinese market. When lobbying China uses numerous Chinese Diaspora in many States, as well as trying to interest of the former high-ranking American officials, granting them special privileges for doing business in China. In comparison to the Israeli lobby, the Chinese lobby has weaknesses. Chinese interest groups are not included in the political system of the USA and this is the disadvantage of the Chinese way of lobbying. Unlike Israel lobby Chinese one is external. The interests of the chinese pressure groups do not coincide with American national interests. Their actors are not rooted in the American political system.
