Agrarian reform, a resultant of land and access reforms, is targeted to reduce poverty and increase people's welfare. The research aimed to analyze the main priority of the strategy, examine the implementation of the main strategies, and formulate the managerial implications. The data were analyzed using SWOT and QSPM. The results of SWOT analysis showed that strategic factors affect the implementation of access reform provision of agrarian reform. There are four strategic factors on strengths, six factors on weaknesses, three factors on opportunities, and four factors on threats. The main strategy in implementing access reform is W-O strategy i.e. the encouragement of community empowerment by providing several facilitations. The implementation of the main strategy in providing access reform in agrarian reform program has not been executed optimally. Therefore, strong commitment is needed, especially by the Land Registry Office of Bogor Regency. Based on the results, the researchers suggest the improvement of managerial implications such as the realization of integrated strategy for the access reform; specifically, to map the social economic potency, formulate the action planning, and maintain the continuity of the implementation of activities related to agrarian reform.

Demand forecasting is the first step for production planning and control to fulfil market demand. In line with economic growth in Indonesia, number of jelly drink's sale PT XYZ also increasing especially in 2011-2013 period. Unfortunately, PT XYZ has an issue to fulfil its demand in eastern area, and increasing production is one of solution to solve it. This research aims to analyze market demand of jelly drink in eastern area for the next five years, select the optimal location in which plant production capacity need to be increased and feasibility study of construction additional production lines. Winter's additive time series method is used to analyze market demand and Comparative Performance Index (CPI) method is used to select the location for jelly drink's plant. Net Present Value (NPV), Internal Rate of Return (IRR), and Pay Back Period (PBP) are the parameter for financial aspect on this research. Demand forecasting shows increasing in market demand on 2014-2018 period with 16% MAPE value. The optimum location to increase its production lines is Sidoarjo Plant, East Java. Two production lines can be added with increasing 24.3 million cartoon per year of production. Production aspect, human resources and financial parameter shows that this project is economically justified to execute.

Maritime development effort can not be separated from the development of strategic environments that include the supporting economic environment both on a regional scale, national, even at the global level. The aim of this study is (1) mapping out the opportunities and threats of the maritime sector in Indonesia based on the dynamics of the domestic and global environment, and (2) to formulate the maritime development policy strategy within the framework of national investment development. The method used is SWOT analysis. The results of the study indicate that opportunities that can be utilized for the benefit of domestic development can be seen from the potential of marine in the territory of Indonesia. The threat of the maritime sector comes from internal and external. The internal factors of inequality and disparity gap of development. The external factors threats are border disputes and lack of law enforcement, defense and security controls in border areas. The recommended policy suggested that government needs to do maritime-oriented development, connectivity through strengthening logistics and marine economy, economic development about prosperity approach and security, controlling related with the nation's authority and maritime, and reorientation of development towards maritime development with the achievement of planting more progressive capital.
