We communicate and decide every day, but the complexity of the context in which we do these things is increasing. Today, the cultural structure of the organization’s members, due to the need to have competent employees in correlation with the established objectives, is somewhat puzzled and dynamical. Thus, the decision-makers must take into account (mandatory) the cultural basis of the subordinates when choosing the best alternative for solving an organizational problem. From this perspective, Hofstede’s model can be one of the explanatory modalities of the organization’s cultural characteristics as a basis to identify the action’s solutions in that organization for the future.
This article discusses some key aspects of the military technical culture on the basis of theoretical considerations and on the basis of preliminary research based on the questionnaire, with topics specific to the technical systems management issues. Although specialized literature does not provide enough theoretical evidence to investigate the problem, the setting of characteristics and components based on the military organization’s specificity in terms of the theory of capabilities is actually achieved as a national contribution. These aspects are analyzed in the wider framework of modern military managerial practice, while outlining the contribution of a robust level of the technical culture to the achievement of managerial performance.
Complex phenomenon and particularly challenging, the decision-making process in the military field is, perhaps, the place where the risk is defined and is found in "pure form". The dynamics of actions, environmental factors, technical and tactical characteristics of military structures are just a few items that generate a range of risks which must be managed by each commander, both at the time of the decision, and during its implementation. For these reasons, and not only, we support the idea that risk management in the military field may be the key to success in any mission.
Abstract. Through the implicit connections between risk, safety, protection and, last but not least, resiliency, that need to be managed, critical infrastructures have become a subject of increasing interest both for specialists and for academics. Based on this premise, this article analyzes in terms of operational performance several internationally used solutions for assessing resilience, having in view the desire to choose the best in order to be presented in some specialized disciplines of the postgraduate curricula that are annually presented in the educational offer of the Land Forces Academy. The authors also present their own vision on approaching the resilience of critical infrastructures so that it can harmoniously be integrated into the security plans of the holders or operators of such special assets.
