The given article reveals the essence and content of the concept of sustainable development of tourism. The concept is based on three main principles: environmental sustainability, social sustainability and economic efficiency. The authors presented the methodology and the study of the principles of modeling on the basis of available statistical data on indicators of sustainable development of tourism in Kazakhstan, which allowed creating a model of sustainable development of the tourist industry of Kazakhstan. This problem is actualized by the Resolution of the Government of the Republic of Kazakhstan on the development of the tourism industry. Nevertheless, there is a lack of sufficient experience in the management of the development tourism industry under the market conditions in today's Kazakhstan. Therefore, by studying this problem the authors provided a model of sustainable development of tourism in the region with a developed tourist sector.

The purpose of the study is to analyze and assess conditions for the development of fi nancial and economic foundations of local self-government in rural areas of Karaganda region.   Methodology. The local community creates and adapts governance institutions and shapes policies and measures that contribute to the development of its region. Capacity building opportunities for local communities were determined by setting priorities for their development and access to resources and services, coordination of actions at the level of local government and higher state bodies.   Originality / value of research. Fiscal capacity of the territory, calculated taking into account the funds of budgets of all levels of the budgetary system per capita looks so that the ratio of expenditures of budgets can vary signifi cantly in diff erent territories as well as the ratio of population groups whose income depends on these budgets due to the uneven location across the territory of the number of budgetary organizations, which are fi nanced by higher-level budgets.   Findings. Despite signifi cant diff erences between the regions of the republic and in some cases the uniqueness of situations common to all regions is the nature of the links between the individual elements of the reproduction process, patterns of infl uence of the components on all parts of the process. The totality of these elements and their links forms the reproduction cycle. Therefore, the author considered the indicators characterizing the Karaganda region, where, as a hypothesis, the relationship between the resulting indicator of the GRP of agriculture and such factors as financial opportunities and the yield of grain and leguminous crops was proposed and proved. It was substantiated that the eff ectiveness of public administration is one of the conditions for ensuring sustainable soci o-economic development of the country and the region and improving the welfare of the population.

Учитывая необходимость эффективного функционирования местного самоуправления с целью повышения эффективности предоставления государственных услуг, требуется поэтапное формирование полноценных институтов местного управления и самоуправления с наделением их полномочиями по самостоятельному решению специфичных вопросов местного, локального значения. Это обусловливает актуальность повышения качества и эффективности управления и развития территорий, с учетом отраслевых и территориальных факторов стабилизации и развития социальной сферы, сферы услуг, повышения качества жизни населения.В условиях современных реалий эффективное развитие системы местного самоуправления развитие территорий невозможно без применения инструментов инновационной модернизации. При этом разработку стратегических направлений развития территории целесообразно осуществлять на основе их классификации по уровню развития инновационного потенциала того или иного региона, где важным показателем развития является валовый региональный продукт.Несмотря на значительные различия между регионами республики и в ряде случаев уникальность ситуаций общим для всех регионов является характер связей между отдельными элементами процесса воспроизводства, закономерности влияния составляющих на все звенья процесса. Совокупность этих элементов и их связей образует воспроизводственный цикл. Поэтому автором были рассмотрены показатели, характеризующие Карагандинский регион за период с 2010-2020 годы. Taking into account the need for effective functioning of local government in order to increase the efficiency of the provision of public services, a gradual formation of full-fledged institutions of local government and self-government is required with the empowerment of them to independently resolve specific issues of local and local importance. This determines the relevance of improving the quality and efficiency of management and development of territories, taking into account the sectoral and territorial factors of stabilization and development of the social sphere, the service sector, and improving the quality of life of the population.In the conditions of modern realities, the effective development of the local self-government system, the development of territories is impossible without the use of innovative modernization tools. At the same time, it is advisable to develop strategic directions for the development of the territory on the basis of their classification according to the level of development of the innovative potential of a particular region, where the gross regional product is an important indicator of development.Despite the significant differences between the regions of the republic and in a number of cases the uniqueness of the situations, common to all regions is the nature of the connections between the individual elements of the reproduction process, the patterns of influence of the components on all links of the process. The totality of these elements and their connections forms the reproduction cycle. Therefore, the author considered the indicators characterizing the Karaganda region for the period from 2010-2020.
