Due to the increase in the population, water consumption increases, and the volume of wastewater increases accordingly. In this regard, an environmental assessment of wastewater, relief, granulometric composition of the city of Khanty-Mansiysk was carried out. Sewerage facilities have been analyzed, technology gaps have been identified. Methods for improving the operation of sewage facilities that will comply with environmental standards in order to remove the negative load on the natural environment are recommended. Water quality is a determining factor in the level of civilization and the manufacturability of production facilities, as well as an indicator of the rational management of territories [1].
One of the most urgent problems in modern conditions including the need to ensure a balanced development of the national economy, increase its competitiveness and sustainability is the creation of a mechanism for involving unused agricultural land. It is no coincidence that the President of the country addressed the problem of ensuring effective and rational land use over the past few years in his Messages to the Federal Assembly of the Russian Federation. There are still many unresolved issues in this area. Scientists and specialists state the unsatisfactory condition and soil degradation in Russia. In case of improper exploitation (depletion, soil degradation), agricultural lands often lose their ability to manufacture products for a long time. In such cases, these lands productivity recovery often exceeds market value, mainly in regions where the market value of land is low. For this reason, the land becomes unattractive to the land owners, which is one of the reasons for the low rate of reduction of abandoned, unused land in the area.
Due to the great industrial pressure, the northern territories suffer from heavy pollution. This leads to the deterioration of all biological resources in this region, the breakage of natural food chains, including the deer food resources which are crucial for the traditional nature management practices of the indigenous peoples of the North. Unsatisfactory conditions at deer pastures and the improper use of the pasture lands lead to the reduction of deer foraging lands due to their transformation into industrial facilities (mostly). This calls for an assessment of environmental damages done to the territories. It is also crucial to perform an economic assessment of actions aimed at the reduction of anthropogenic load in the polluted areas.
Balanced ecological and economic development is possible only with the development and implementation of a single comprehensive program for the use of natural resources, taking into account the need for environmental protection, restoration of natural resources, restoration and production of flora and fauna resources. The scale of the impact of anthropogenic factors has not yet been fully assessed, however, it can be said with confidence that the environmental losses that nature incurs from all types of negative impact on the environment significantly exceed the currently calculated economic losses.
