Kewajiban penyelenggaraan pelayanan publik (PSO) digunakan oleh banyak negara yang mengamanatkan kepada operator berupa standar pelayanan minimum, terutama untuk daerah terpencil dimana outputnya adalah meningkatnya nilai konektivitas antar daerah. Sebagai negara kepulauan mengharuskan Indonesia memiliki konektivitas yang memadai untuk meningkatkan kesejahteraan dan keseimbangan ekonomi. Program Tol Laut yang dirancang membuat konektivitas antar wilayah di Indonesia dengan pelayaran rutin dan terjadwal khususnya ke wilayah Indonesia Timur dan wilayah 3T (Tertinggal, terdepan, dan Terluar) diharapkan menjawab minimnya konektivitas. Evaluasi program tol laut terus menerus dilakukan pemerintah yang salah satunya adalah evaluasi pola operasi kapal. Penelitian ini bertujuan untuk membuat model evaluasi trayek kapal tol laut yang paling optimal dengan menggunakan metode optimalisasi armada kapal yang diskenariokan melalui pola jaringan transportasi Multiport dan Hub-Spoke. Jaringan kapal tol laut ke wilayah Maluku dan Papua bagian selatan yang optimal (minimum Required Freight Rate (RFR)) adalah pola operasi Hub-Spoke dengan pelabuhan pengumpul (hub port) di Saumlaki. Kebutuhan armada kapal untuk mendukung pola operasi hub-spoke ini adalah satu unit kapal berkapasitas 296 TEUs, tiga unit kapal berkapasitas 60 TEUs dan satu unit kapal berkapasitas 87 TEUs dengan potensi penghematan subsidi adalah sebesar 50% dibandingkan dengan nilai subsidi tahun 2018 sebesar 119,21 milyar rupiah menjadi 59,46 milyar rupiah.

High ship operating costs are a challenge for every maritime industry, in some studies it was found that the cost component for ship maintenance reached 40% of the overall operating costs of the ship, for this reason an improvement in ship maintenance systems was needed to reduce these costs but did not result in decreased service quality. Planned Maintenance System / Planned Maintenance System (SPKT / PMS) is a system that involves / plans, procedures, and steps to reduce unexpected maintenance / emergency (emergency) to be as small as possible, so as to reduce costs maintenance becomes as small as possible. SPKT is also a system that will help to be able to know in advance the future maintenance needs, reduce the use of spare parts (inventory) and inventory (inventory), avoid waste of labor / person hours for maintenance, reduce time and costs docking, and in general can save ship maintenance costs, as well as guarantee the technical conditions of the ship so as to increase ship operating time due to longer ship seaworthy conditions. Planned maintenance includes corrective maintenance work and preventive maintenance work. The Standard Operation Procedure Planned Maintenance System has been designed for manual PMS activities, in the sense of using paper-based media forms that must be filled manually by all PMS system entities. The PMS process manually requires the user to be more active in filling in existing forms, including sorting out daily, weekly, monthly treatments and so on. The biggest challenge in the implementation of information technology in the Planned Ship Maintenance System is how to transform SOPs that are manual into electronic-based so as to improve the quality of the system for the better. As a preliminary research for further research related to the impact of reducing Dwelling Time (DT) to logistic cost, the general aim of this paper is to provide an overview of current condition of the DT in Indonesia and movements of containers that incorporates the various factors affecting the DT of containers in container terminals. This research based on secondary data of container handling process, the data used to identify process of the container in the container terminal. DT monitoring data of the container used to analyze the distribution of inter-arrival time, service time and dwell time of container. Based on data analysis The average of containers DT in Indonesia during 2017 is 4.07 days for not custom inspected container and 11.9 days for custom inspected container, the longest duration process is from stacking to custom clearance with duration of 69.7 hours or 47.82% of total container DT.
