The article considers the measures of State support of small and medium entrepreneurship (SME) in particular regions of the Russian Federation. For reference we selected the Republic of Tatarstan, Amur oblast, Kamchatka Krai. Examination of these regions make it possible to compare the development of small and middle-sized business entities in different geographic regions and administrative districts of Russia. Development of small and medium-sized business (SMB) currently seems relevant for Russian regions. Small and mediumsized business put significant contribution into the regional economics, gross territorial product and the budget of the region. Those entities provide advanced competitive environment and improve the quality of goods and services. Besides, small and middle-sized business increases the number of jobs created and partially address the issue of unemployment. In this regard studying the experience of different regions of the Russian Federation in creating favorable conditions and support for small and medium-sized entrepreneurship seem appropriate. The impact of state support measures for SME is also analyzed in the article. This analysis is based on the comparison of the state support measures for SME under implementation and the level of small and mediumsized businesses development in the regions covered. The analysis resulted in the conclusion about key results and perspectives of SME development in Russia and identification of critical issues hampering it.
This article is devoted to the application of publicprivate partnership (PPP) mechanisms in the field of historical and cultural monument preservation in Russian Federation. Today, the mechanisms of publicprivate partnership become the fundamental tool for the development of regional and municipal infrastructure, the attraction of investments, and the quality of services improvement provided to the population. The mechanisms of interaction between a state and business can be used in different spheres of the economy. Their implementation in the social sphere is the most relevant, including the field of cultural and historical heritage object preservation, which, on the one hand, need to be restored and protected, and on the other hand, they can generate income. Based on the system approach and the methodological recommendations of the Ministry of economic development of Russia, the article analyzes and assesses the level of public-private partnership development in the field of historical and cultural heritage site preservation in the regions of the Volga Federal District of Russia. They performed the analysis of the conditions created in each of the studied regions for the implementation of public-private partnerships, regulatory framework, etc. Based on the results of the analysis, the problem areas were revealed for the implementation of public-private partnership projects, the recommendations were proposed to improve the mechanisms of public-private partnership in relation to the objects of historical and cultural heritage.
The article is devoted to the analysis of support for youth entrepreneurship in Russia and Russian regions. Consideration of this topic is relevant, since, on the one hand, the interest of Russian youth in creating a business is growing, and on the other, society and the state are interested in young, initiative entrepreneurs. The article reviews, analyzes and compares the state support for young businessmen at the federal and regional levels. The main research methods are comparative analysis, analysis of regulatory legal acts of Russia and regions of the Russian Federation, systematization and generalization of legal information. The result of the study was the conclusion on the implementation of support for young entrepreneurs in the Russian Federation and its feasibility. The main problems of this direction of support were highlighted. So, some discrepancies in federal and regional legislation, inaccuracies in the organization of the assistance process itself, the lack of a clear plan of measures to support this type of business, etc. were revealed. Recommendations were also proposed that will help to overcome these problems and make the support of young entrepreneurs more accessible, appropriate and effective. So, for example, it was proposed to simplify the very concept of youth entrepreneurship, to fix at the federal level the main directions of its support, etc.
