This study aims to describe how the implementation of the 6 in 1 program in the Department of Population and Civil Registration Surabaya. The background of this research is the many forms of public services that are not integrated that cause queues at the Population and Civil Registry Office. The high number of queues results in rampant brokers, and inefficient and ineffective administration processes. So the Surabaya city government conducted an innovation program called 6 in 1. These problems were overcome with a 6 in 1 innovation program (handling moving, moving, active, dead, married, and divorced online letters). The 6 in 1 program is expected to provide easy access to public services in the field of population administration based on e-government. This 6 in 1 program is able to increase effectiveness and efficiency in service. This research uses a qualitative method with a case study approach. The research location is the Surabaya Population and Civil Registry Office. The results of this study indicate that the results of the implementation of the 6 in 1 program in the Department of Population and Civil Registration is the maximum is the best solution in an effort to improve public services in the city government of Surabaya to the public so that it becomes better and more efficient. So that the realization of good administrative services to realize the principles of good governance. This success is due to the readiness of resources, disposition arrangements between institutions and communication between stakeholders that goes well.
The 21st century hints at an acceleration of the economy in all sectors, this is a definite implication of the technological changes that have occurred. The transformation of the digital economy took control of the economy at the beginning of its emergence. New Entrant entered the market mechanism and jointly addressed the main problem of consumers to do things. This research method uses Critical Discourse Analysis (CDA) which critically analyzes the transformation of the digital economy through semiotic critical analysis. Nokia, Yellow Pages, and Kodak companies are passive incumbents who put the convenience of their products first, assuming they are market winners and won't get bogged down easily. This article suggests that public policymakers are more open to change as recommended by Christensen, namely that disruptions that have high innovation will always have an impact and win over the structure of market mechanisms.
East Java Provincial Government and Mojokerto Regency Government have a policy innovation in the form of Majapahit House development. This development is carried out to utilize the great history of Majapahit located in the Trowualan District especially in Bejijong Village. One of the expected impacts with the construction of the Majapahit House in Bejijong village, in particular, is for an increase in the MSMEs sector. The methodology used in this research is descriptive qualitative. The theory used in this research is Public Policy Theory by using the Policy Implementation Model from George C. Edward III. From the results of research conducted, it can be concluded that the policy can have a positive impact, the utilization of Majapahit House building to open a business, increased visits to Bejijong village and increasing demand for souvenirs typical of Majapahit. However, this policy is not supported by a planned human resource improvement program. This is due to the transfer of authority from two related agencies which resulted in the re-identification of data by the Department of Cooperatives and Micro Enterprises Mojokerto regency and the implementation program can't be implemented by Disparpora Mojokerto regency. Therefore, it is expected that in the future to be completed the process of data identification to obtain accurate data to find out the programs needed by the people of Bejijong Village. And do coordination between related agencies to create a systematic program.
