The article deals with the peculiarities of introduction of a labor compliance system as a system of measures for ensuring employer's and other subjects' of labor law compliance with current labor legislation and other labor regulations. Labor compliance serves as a menas of preventing labor rights violations. The labor compliance system, researched in this article, includes mechanisms of internal labor control (compulsory and voluntary). The article indicates the necessity of adopting a Law of Ukraine on labor compliance, which would provide the definition of labor compliance, state the purpose of introducing compliance control in a business organization, main tasks and the principles of functioning, the structure and composition of a compliance service at an external and internal level, the rights and obligations of comliance professionals, guarantees of their activities and the responsibility attached to their position. Expediency of introducing a compliance control department in organizations, enterprises and institutions is emphasized, with such department controling the subject at all levels, and also creating a position of a compliance specialist as a person acting in accordance with an established Compliance Program. Such measure will not only simplify the existence of organizations and enterprises, but will also significantly improve the quality of labor law. Therefore, it is believed that the theme of introducing labor compliance at enterprises and institutions is very relevant.
The purpose of the article is to develop the bases of citizen participation in the management of state affairs. The theme of the research is the participation of civil society in the process of integration in its different stages, as well as the conditions and processes of institutionalization of civil society. The objective is to study the forms of participation of civil society in the integration process and the dynamics of institutionalization of the latter. Comparative analysis was a key method. The results show that democratic civic institutions in countries with a high level of socio-economic development show a higher level of political activity than democratic institutions with a low level of socio-economic development. The effectiveness of control over the activities of public authorities is greater in the institutional agents of civil society than in the individual ones. In conclusion, the list of forms of interaction between civic and public institutions was expanded. Moreover, the article identifies new elements of the legislative machine for the control of public authorities by democratic civic institutions that seek to increase social control in thepoliticalsystem.
The relevance of this article is due to the ambiguity of the situation of trade unions in Ukraine and the lack of an effective mechanism for the protection of the rights of public officials, which directly influences the development of the state as democratic and legal. The objective of the article is to analyze the state of activity and functioning of the trade union movement in the public administration, to: describe deficiencies in these activities and identify ways to extrapolate positive international experiences in the matter to Ukraine. The main methods used were the general methods of scientific and specific research, including the methods of logic, analysis and comparison of the sources collected. By way of conclusion, the results of this study highlight the problems of union functioning together with the peculiarities in the civil service, therefore, it is proposed to amend the current legislation of Ukraine in order to protect the social and labor rights of public officials. The importance of the results obtained is further reflected in the fact that this study can serve as a basis for outlining future changes to Ukraine's current legislation on the functioning of trade unions in the civil service.
This article highlights the historical and legal foundations of the development of medicine and humankind. Based on the analysis of the results of archaeological, anthropological studies and historical sources, we legally proved that starting with the very early stages of human development, medicine existed alongside the primitive man.While investigating the state of medicine in ancient Egypt, we came to the conclusion that treatment not only helped people, but sometimes, on the contrary, greatly damaged the health of patients. For example, many recipes included the obligatory use of manure, which contains products of fermentation and mold, which is very dangerous to the body and health. However, despite these negative results, we can argue that medical practice in ancient Egypt was well developed. The The studies of this period made it possible to conclude that medicine develops in an inextricable connection with human development, and the obtained medical knowledge is used by society for its well-being.The study of the development of medicine and humanity in Ancient India gives grounds for arguing that due to advanced medical education. Society has come to the conclusion that medicine is an integral part of human life and a guarantee of its development and continuation. It was during this period that humankind switched to a new stage of healthcare, when the state control of medicine emerges. It was in India where state institutions began to consider the medical sector as one of the main tools for guaranteeing of well-being of citizens. And in ancient China, medicine gained state support and became the foundation of the society's development at the one level with religion.The results obtained in the course of our study are based on historical facts, they prove that medicine arose with the appearance of human and subsequently existed and developed along with human development.
