The tourism industry under the influence of changes in consumer behavior, the growth of mobility of the population is actively undergoing changes, acquires a new diversified format. New types of tourism are entering the market, among which, the practice of providing medical services outside the region of residence, combining recreation with receiving highly qualified medical care is increasingly developing. Regional medical tourism does not receive proper development, there are many external and internal multi-level problems.

The article reviews the influence of the 2018 World Cup heritage as a leading factor of the territorial sustainable development on the example of the Nizhny Novgorod region. The main objective of the study is to identify the positive and negative effects of hosting the FIFA World Cup on the tourist flow to the region and ensuring its leading development in the future. The international experience of hosting FIFA World Cup in other countries is under consideration. The positive and negative consequences of hosting the World Cup for the host country are covered as well. The short-term and long-term results of the 2018 World Cup for the region under investigation have been identified. The structure is proposed to study the heritage as the level of infrastructure, the level of hotel service, the level of development of the information and telecommunications infrastructure, as well as the influence of the 2018 World Cup on the image and informational fame of the city and the region. A statistical study of the growth of collective accommodation facilities for tourists, rooms and sports facilities has been carried out, an d a sharp increase in the number of these facilities has been revealed. The qualitative changes in the infrastructure have been investigated, which at present corresponds to the world requirements. The expenses for construction and further maintenance of the largest infrastructure facilities of the Nizhny Novgorod region have been studied. The low economic efficiency of the further use of the World Cup heritage has been justified, while maintaining the existing tourist flow to the region. The regional touri st potential growth and the need to identify and develop new types of tourism to ensure sustainable development of the region have been ascertained. The growth of the qualitative and quantitative level of the basic elements of the tourist potential has been noted. The relationship between the preparation and hosting 2018 FIFA World Cup and the tourist potential growth of the Nizhny Novgorod region has been revealed

This paper reviews and systematizes the risk factors having an influence on the sustainable development of the tourism industry -one of the leading and especially promising development sectors of the Nizhny Novgorod region. The paper examines weaknesses, threats and risks of the tourist industry in the region. Further, it analyzes the state of the tourist sphere of the Nizhny Novgorod region over the past few years. In addition, the paper presents an analysis of the risk factors that are typical for tourism in the area under study. Using the method of analyzing hierarchies and involving an expert group, the identified factors were ranked to identify those having the greatest impact on the development of tourism in the Nizhny Novgorod region. We establish the relationship and analyze the degree of influence of the identified risk factors on the development of tourism in the region is determined based on statistical indicators analysis. Moreover, we propose measures that would enable to manage risks through the application of competent public policies and strategies for the development of the tourism industry.

The article discusses the issues of increasing the competitiveness of the tourism and hospitality industry based on innovative approaches to the formation of a cluster structure. The essence of cluster formations in the tourism and hospitality industry of the Nizhny Novgorod region is analyzed — their goals, objectives and components; the system of relations within clusters, industry, organizational and functional structure, the advantages and disadvantages of the cluster approach to the development of the tourism industry in the studied area are listed.
