The purpose of the article is to analyze current Russian policy toward Southeast Asian countries and to examine prospects for the future development of Russia-(ASEAN) relations. This article is structured around three issues, discussed in three parts. The first part examines the evolution of Russia-ASEAN political relations from the establishment of the "dialogue partnership" to the present time and Russia's participation in the multilateral cooperation structures under the ASEAN umbrella. The second part concentrates on the achievements and the problems of economic and technical cooperation between the countries. Special attention is paid to the recent initiatives of the Russian government to foster the economic development of Far East territories. The third part is devoted to the analysis of Russia-ASEAN relations from the point of view of cultural interaction. It argues that despite optimistic official rhetoric, Russian policy in the Asian dimension is not balanced and there is no clear strategy to improve Russia's place in the region.Цель данной статьи-проанализировать внешнюю политику России в Юго-Восточной Азии на современном этапе и охарактеризовать дальнейшие перспективы развития сотрудничества России со странами АСЕАН. В статье подробно рассмотрены ключевые моменты взаимодействия России и АСЕАН. Первая часть посвящена эволюции политического сотрудничества России и АСЕАН-от учреждения «диалогового партнерства» до участия России в многосторонних структурах под эгидой АСЕАН. Во втором разделе рассматриваются основные аспекты экономического и технического сотрудничества между странами. В третьей части отношения России со странами АСЕАН анализируются с точки зрения культурного взаимодействия. На основании проведенного исследования можно сделать вывод о том, что, несмотря на оптимистичные официальные заявления, политика России на азиатском направлении не сбалансирована. На данный момент у российской политической элиты уже сложилось понимание необходимости «поворота на Восток», но четкая стратегия по укреплению позиций России в регионе по-прежнему отсутствует.
This article focuses on the most ambitious integration initiatives, negotiations on which in recent years have been the main topic of meetings of heads of state at the highest level and at meetings of intergovernmental organizations. First of all, there are competing trade agreements – RCEP and TPP, as well as global geopolitical projects – the Chinese Belt and Road Initiative, the Quadrilateral Security Dialogue created under the auspices of the United States and the Great Eurasian partnership promoted by the Russian Federation. The analysis shows that, in fact, China has taken over the initiative to form a new world order. Currently, Chinese strategic projects are the most ambitious, consistent and attractive in comparison with the proposals of other leading powers. We have to admit that the formats of cooperation on the basis of ASEAN may become a political anachronism in the near future, to which everyone will pay tribute, but key decisions will be made at other venues.
In 2018-2021 Indonesia was the coordinating country for interaction with Russia under ASEAN which has a system of coordinators for cooperation with each of the Association’s dialogue partners. Coordinating countries fulfill their duties for 3 years. Jakarta announced three priority areas of cooperation between Russia and ASEAN: the fight against terrorism, cyber security and disaster management. According to the author, significant progress has been achieved in all the declared areas of interaction during this time. These years were marked by a number of significant events which allow conclude that cooperation between Indonesia and Russia is reaching a qualitatively new level. At the same time, despite an intensive political dialogue and a significant strengthening of the regulatory framework for bilateral relations and cooperation in international institutions of multilateral cooperation the practical implementation of joint economic projects remains at a very low level. This article analyzes the features of Russian-Indonesian cooperation at the present time, identifies key obstacles to deepening interaction and prospects for further development of bilateral relations. It can be said that relations between Russia and Indonesia are developing chaotically and inconsequently in many respects. Many events dedicated to commemorative anniversaries lead to a surge of mutual interest, but then contacts are reached to a minimum again until the next similar things. At the same time, a certain revival of bilateral relations has been observed in recent years. Significant changes in the statistics of trade turnover, investment cooperation and the practical implementation of large projects can be expected only in the medium or long term.
The concept of creating the Greater Eurasian Partnership put forward by the President of the Russian Federation V.V. Putin in 2015 and developed in a number of his subsequent speeches is the most ambitious Russian foreign policy doctrine for the recent years. At the same time the principles of institutionalization and practical content of this project are still at the stage of discussion. This article analyzes the prospects for the formation of this community including the possibilities of synergy with existing integration structures as well as the development of relations in the EAEU-SCO-ASEAN format. Strengthening cooperation in this in this particular trilateral form is assessed as the most likely basis for the formation of the Greater Eurasian Partnership.
