The article is devoted to current issues of the digital economy. The scientific development of digital rights and transactions in the digital space is in line with the priority policy of the development of the information society and the digital economy, is a factor of a steady business cooperation, including international, and this determines the relevance of the topic of the article. Based on the analysis of the norms of international, Russian and foreign law, certain areas of the digital economy in civilian circulation have been analyzed, problems have been identified and proposals have been developed for their solution by organizational and legal means. The study of international experience allows for the conclusion of ever-increasing importance of transactions made in electronic form. In the civil legislation of Russia, the regulation on making transactions in electronic form has been approved: a transaction can be concluded by electronic means and it can be executed through the use of information technology without the additional will of the parties. These adjustments guarantee distribution mechanisms requested by practice in the digital environment. The analysis of the issues of the digital economy in Russia has revealed a number of problems: the lack of the concept of the development of the digital economy and a unified approach to the understanding of digital rights; digital inequality, and insufficient norm regulation of transactions in the digital environment. The following measures are advisable to solve problems: developing a unified conceptual approach to the digital economy and digital rights; specification of norms on transactions in the digital environment; overcoming digital inequality, in particular by providing the rural area with the Internet. To protect digital transactions, it is possible to introduce the refusal of the parties from auto payment in the event of improper execution of the contract, balancing the interests of the parties. The results of the study are the proposals for the organizational and legal support of the realization of digital rights and transactions in the digital environment, which will help to solve the tasks of the society and the state.
In article features of modern system of continuous education for the decision of a problem of effective reproduction of shots for digital economy and maintenance of steady innovative development of the Russian Federation are considered. It is shown that such a system should have an integrated character, which covers all levels and types of education (from preschool to postgraduate, from basic to additional, including formal, non-formal and informal education). The use of personality-based and competence-based approaches, innovative pedagogical and information technologies makes it possible to ensure the universality and uniqueness of specialist training. A conscious choice of the sphere of knowledge and level of education makes it possible to form individual educational trajectories. General and professional development of students through the network of educational resources, programs, models and mechanisms increases the adaptability of a person in a dynamically changing economy.
The article is devoted to the search for a model of legal regulation of social relations arising in the transition to a digital economy. The rapidly developing information technologies require scientific justification for their promising legal regulation, which determines the relevance of the research topic. The international and world experience of legal regulation of the digital economy is investigated. The development of information technology has led to the widespread use of electronic forms of transactions. The article studies the world practice of establishing the principles of electronic communication and legal regulation of the conclusion and conclusion of an agreement in electronic form. The conclusion is made that the legal regulation of the digital economy in Russia lags behind the existing realities and is catching up. Russian legislation needs to be supplemented with its norms, which should become the basis for legal support of relations in the digital economy. The problems of legal regulation of relations in the digital economy in modern Russia are identified: insufficient correlation with the world practice of legal regulation of the digital economy; the uncertainty of the official concept of the development of the digital economy; digital divide insufficient legal regulation of transactions in electronic form. The purpose of the work is to identify the problems of legal support of the digital economy and develop proposals for their solution. The results of the study-proposals for the legal support of the transition to a digital economy-will help solve the problems of society and the state.
The article is dedicated to one of the most relevant issues of contemporary philosophy: methodology for analysis of social space and social time. It considers the cognitive foundations of perception of space, some aspects of the design process of spatial models and their reflection in a natural language. Understanding of space is impossible without linguistic constructions, as many peculiarities of environment including spatial and ontological facts can be formed and fixed in human consciousness through linguistic concepts.Two dominant structures of social objective reality -i.e. social time and space -have been discussed: processes of genesis of informational society and world globalization. It is revealed that usage of category of "identity" gives principally new opportunities to reflect specificity of social space and time under globalization. The article considers social networks as a principally new form of social space in information society: they are deprived of constant localization and calendar determinants, abide by their internal laws and are not vulnerable to unification processes.It is also shown that in the general context of world globalization the character of mutual determination of social time and space is changing. Not so long ago the main tendency of social time and space was seen in accelerating its "going". Nowadays, under contemporary hyperdynamic globalization of social objective reality the objective measure of social time is power of substance streams in social space, energy, and information, and this power is mediated by new forms of social objective reality, including global market, international corporations, electronic stock exchange and money, Internet etc.
