The article discusses the relevance of analyzing the level of biological risks from the point of view of activities of enterprises of the agro-industrial complex. Agro-industrial complex enterprises deal with living organisms (plants and animals), characterized by a development cycle closely related to natural and climatic conditions, and subordination to the biological laws of the functioning of living things. This is the reason for risks being specific only to this industry (biological, climatic, risks of seasonality of production, etc.). Biological risks are the undisputed leaders in this list, since they pose a threat to the life and health of people when using the products of agricultural enterprises. The authors consider biological threats of human infection when eating livestock products, since (unlike plants) humans and animals have a common group of diseases called zooanthroponosis. The analysis of studies and opinions of specialists in veterinary and sanitary examination, microbiology, epizootology, infectious diseases and epidemiology allowed to compile a list of biological risk factors, identify criteria for assessing the degree of risk, and conduct their quantitative and qualitative assessment at the regional level.
The motor transport industry, along with others, has its own characteristics and rates of development in Russia and abroad. Management, as a science, is also based on relevant types: strategic, innovative, anti-crisis, financial, production and many other varieties of it, which form the appropriate management vectors in the organization based on functional or problem blocks of its activities. Most of the theoretical research is not used by specialists and managers in practice, noting the isolation of problems solved by fundamental science and fixed real situations that take place in the native industry. On the one hand, the problems relate to all areas, business processes, enterprises of many forms of ownership and complexes of the national economy: in relation to maximizing profits and improving reputation, maintaining a high level of quality, work, services, innovation, further development and building up strategic potential. It becomes more difficult to fulfill the above priorities and sub-goals in the conditions of crisis response, staff reduction, minimization of costs for the development of innovations in the economic activities of Auto-Transport Enterprises (AT enterprises). Business processes are a set of interrelated works performed in an organization to create a product, goods and services of high quality that are in demand among consumers. It is also necessary to take into account the concepts that consider business processes as the most important resources of the enterprise, the management of which becomes the area of control and influence from outside and ordinary performers. Based on the identified trends, patterns and features of the development of the grain production industry in Ryazan region, a conclusion was made about the existing potential and the prospect of support for agricultural organizations specializing in the production of grain, the development of seed production of winter wheat and spring barley, the use of innovative technologies for their cultivation and harvesting. The team of authors revealed that one of the main problems in the development of the grain production industry both in Ryazan region and in Russia was a decrease in the level of technical equipment of agricultural enterprises with modern grain harvesters. To solve this problem, it is proposed at the level of the regional government to purchase a license from developers for the production of devices that reduce grain losses during threshing and cleaning, create jobs for the production of these devices and modernize grain harvesters in the region, that will allow getting a larger percentage of high-quality food and seed grain, to replenish the regional budget with an additional amount of taxes, the receipt of which will exceed the costs of purchasing a license and organizing additional jobs.
Modern agriculture is showing progressive growth. However, not all segments develop in the same way. The dairy industry is showing conflicting results. A twofold increase in the productivity of cows with a simultaneous decrease in livestock does not allow for expanded production. At the same time, the Ministry of Agriculture of the Russian Federation is consistently implementing an export-oriented model for the development of the domestic agro-industrial complex. The analysis showed that the export of milk and dairy products was stable during 2000-2019. However, in 2020 it was marked by its significant growth. This is due to the influence of many factors that were formulated and analyzed in the article. These factors include: low labor and land costs, success in selection and breeding work, grants and subsidies from the state, large hayfields and pastures, the lack of a system for transferring innovations to production, etc.
