Penelitian ini bertujuan untuk menganalisis kinerja UMKM khususnya pada sektor Industri Kecil Formal yang ada di Kabupaten Merauke. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan menggunakan data primer dan sekunder. Objek dalam penelitian ini adalah UMKM sektor industri kecil formal yang terdaftar di Dinas Perindustrian dan Perdagangan Kabupaten Merauke yang seluruhnya berjumlah 484 unit. Hasil penelitian menunjukkan pada tahun 2017 tingkat pertumbuhan penjualan UMKM sektor industri kecil formal di kabupaten Merauke mengalami peningkatan dari 3,5% menjadi 4,2%, tingkat pertumbuhan modal mengalami penurunan dari 4,6% menjadi 3,7%, tingkat pertumbuhan tenaga kerja relatif sama hanya mengalami peningkatan sebesar 0,5%, tingkat pertumbuhan pasar mengalami peningkatan dari 14% menjadi 17%, tiingkat pertumbuhan laba mengalami peningkatan dari 2,9% menjadi 5,2%. Secara keseluruhan kinerja UMKM sektor industri kecil formal masih tergolong rendah. Hampir semua indikator kinerja mengalami peningkatan tetapi peningkatannya masih rendah.
Allocation of Special Autonomy Funds and Their Impacts on Regional Economic Inequality (Case Study in Papua Province in 2010-2018). This study aimed to determine the impact of the allocation of special autonomy funds in the field of regional economic inequality both directly and indirectly through the human development index in Papua Province. The type of data used was panel data and data collection was done by the documentation method. The data were analyzed using the Simultaneous Equation Model approach with the help of the Amos 21 SPSS software. The results showed that the variable of special autonomy funds in education and health had a significant positive effect on the human development index, while the variable of special autonomy funds in infrastructure and in the field of community economic empowerment was not significant to the human development index. Furthermore, the special autonomy fund in infrastructure directly has a significant negative effect on regional economic imbalances. While the special autonomy fund in the field of community economic empowerment does not have significant effect on regional economic inequality. Indirectly through the HDI, variables of special autonomy funds in the fields of education, health, infrastructure, and community economic empowerment do not have a significant effect on regional economic inequality.
The development of creative economy and encouraging community empowerment are the triggers of research which are expected to be able to describe the empowerment of Noken extension craftsmen with a focus on four key principles of empowerment development. This qualitative descriptive study involved informants using snowball sampling techniques, the results showed that empowerment did not work as it should and was not carried out in accordance with these principles, the failure to achieve the principle of equality supported by the justification of backing each party could participate as giving help to receive. The special program is designed from the executor of empowerment, designed by the community is still limited to mobilization so that it does not have the principle of participation. The principle of independence does not work because it is surrounded by a pattern of aid that does not support the form of independence and it is also realized that independence is only formed as a whole which begins with awareness, suspended with assistance, deferred with the assistance of craftsmen and deferred with craftsmen so that it can be done by delivering the economy. The implementation of this independence is not immediately approved for the release of assistance or in other words, the principle of sustainability is not implemented.
