A coastal area has important and vital influences on community’s lives due to the natural resource availability. The coastal area occurs any changes over time affecting the changes in the community and in the ecological perspectives. Banda Aceh is one of the coastal areas that has experienced several significant changes especially after earthquake and tsunami on December, 26th 2004. Due to the condition, it is required to analyze coastal vulnerability in Banda Aceh and neighbor. This research was aimed to investigate the influences of physic parameters consisting of hydrodynamic and morphology parameters on determining Coastal Vulnerability Index (CVI). The analysis will determine the coastal vulnerability index in one year period. The analysis was carried out in the northern coast of Aceh Province, between Ujong Pancu and Ujung Batee by dividing the areas into 5 (five) cells bordered by natural morphology feature such as inlet, headland, river estuary, and lagoon. Based on 6 (six) physical parameters used on coastal vulnerability index (CVI) determination, it is obtained that 2 cells have low risk potential (green), which are Cell 1 and Cell 3 with the CVI values are 2.45 and 3.0, respectively. Cell 2 has moderate risk potential (yellow) with CVI value is 4.24. Meanwhile, Cell 4 and Cell 5 have high risk potential (red) with CVI values are 5.20
Krueng Jreue irrigation area is one of the oldest irrigation in Aceh Besar district, located in the District of Indrapuri, was inaugurated in 1972 by President Soeharto. Rice area irrigated by this irrigation is 4277.6 ha. Jreue Krueng irrigated areas have rice-rice cropping intensity of plants ranging from 158% to 156%. The intensity of these plants are still below the expected crop intensity, is equal to 200%. To increase the intensity of these plants, it is necessary to study the increased intensity of Krueng Jreue tanamana irrigation area by selecting the appropriate alternative cropping patterns according to the water balance. This study aims to determine the amount of discharge mainstay available on the weir, know the size of the crop water requirement for each alternative, determine optimal crop area that can be irrigated by water that is available, and conduct studies on water balance based cropping planned. Expected to describe the water balance of alternative cropping patterns were obtained. The method used in this research including data collection and data analysis to determine the mainstay discharge, water irrigation, cropping pattern and cropping intensity. The study results obtained by the intensity of the plants can reach 200% by the water supply system using the technical rotation irrigation area is divided into two groups. Krueng Baro Irrigation Area is one of the irrigation areas which is focused on increasing food crop productivity in Pidie District. To support the existence of the irrigation, of course, it must be supported by a well-organized irrigation system, so an effective irrigation network management system is needed through the O M program. O M activities require a truly real value or cost figure which is the result of the search for irrigation networks known as the real operation and maintenance demand value. The physical condition of the Krueng Baro Irrigation Network if viewed from the results of the irrigation network inventory still has many obstacles that hamper the fulfillment of rice water needs, including physical damage to buildings and irrigation channels. The evaluation of irrigation network performance is the first step in the preparation of the real operation and maintenance demand value, the rate of performance of the Krueng Baro Irrigation Area network is 68.06% (BWSSI, 2017) which falls into the less category and needs attention. This study aims to identify Irrigation Network O M activities and the real operation and maintenance demand value Krueng Baro irrigation. The research method is in the form of observations / field observations and documentation to obtain the existing conditions of irrigation networks which subsequently identify O M plans and preparation of the real operation and maintenance demand value. After the preparation of the real operation and maintenance demand value was obtained the output of the value of the real cost requirement in carrying out routine operations was only 0.53% (IDR 529,180,000.00), Routine Maintenance 6.52% (IDR 6,510,464,300.00), while for Periodic Maintenance is very large, namely 92.95% (IDR. 92,764,196,192.00) compared to the overall total cost (IDR. 99,803,840,492.00). In order to achieve the full O M Plan and the real operation and maintenance demand value Krueng Baro Irrigation Network due to the limited budgetary budget so is divided into a 5-year priority program plan reference to Minister of Public Works and Housing Regulation No. 12 / PRT / M / 2015 with the first year priority carried out on the main building which greatly influences performance and function of the irrigation system such as turnover of intake doors, olak ponds and upstream weir sediment excavation and some buildings and channels that have been destroyed and not functioning on the carrier channel.
