A critical discourse analysis of two EU agricultural commissioners' speeches in the period 2000-2006 was carried out and substantiated by rational choice theory. The analysis reveals how the latest Common Agricultural Policy (CAP) reforms have been gradually overturning prevailing CAP discourses. The neo-mercantilism discourse that dominated for decades has been replaced by the discourse of multifunctionality. With the change of commissioners in 2004, the emphasis on the multifunctionality discourse has changed. The legitimisation of the CAP with environmental and rural public goods has been replaced by less well-articulated arguments of 'quality production' and 'competitiveness', implying a gradual move to a neoliberal orientation for the future CAP.
The main research challenge of this paper is to gain a better understanding of collective action to preserve High Nature Value (HNV) farming in the specific setting of post-transitional EU Member States of Central and Eastern Europe, which we explore using Slovenia as a model country. We apply the Social-ecological Systems (SES) framework and combine participatory and action research in considering different options for stimulating collective action of local actors in three social-ecological systems in Slovenia. We describe the systems, focussing on first-tier variables, and provide a comparison of their characteristics influencing the readiness to engage in collective action. Characteristics of system actors had the greatest influence on outcomes, followed by the social, economic and political setting (macro issues) and governance arrangements. Strong leaders enjoying the community’s trust are needed; rules must be transparent and individuals must have a personal interest to engage in cooperation. In a post-transitional setting, overcoming the issue of lack of trust is a limiting factor when attempting to stimulate collective action.
Srednjoročna simulacija razvoja glavnih agrarno-političkih pokazatelja tržišta goveđega mesa u Hrvatskoj do 2030. godine izrađena je putem modela parcijalne ravnoteže AGMEMOD (AGricultural MEmber State MODeling). Rezultati modela do kraja simuliranoga razdoblja, uz pretpostavku nastavka postojećih mjera i instrumenata Zajedničke poljoprivredne politike, potvrđuju razvoj negativnih trendova u sklopu tržišta goveđega mesa uočenih pregledom povijesnih podataka. Do kraja simuliranoga razdoblja očekuje se smanjenje ukupnoga broja goveda za 8,63% i proizvodnje goveđega mesa za 24,46%, dok domaća potrošnja raste za 25,91%. Negativni proizvodni pokazatelji uz rastuću domaću potrošnju mogli bi uzrokovati rast uvoza goveđega mesa za 82,68%, uz stupanj samodostatnosti od 49% do 2030. godine. Cijena goveđega mesa od ulaska Hrvatske u Europsku uniju je stabilna, te se stabilan razvoj, uz blagi trend smanjenja, očekuje do kraja simuliranoga razdoblja.
The aim of this paper is to present the method and tool for optimisation of beef-fattening diets. Changes in policy environment and changes in costs of feed pose challenges for farm efficiency. We construct a spreadsheet from two modules based on mathematical deterministic programming techniques. In order to obtain an estimate of the magnitude of costs that may be incurred, the first module utilizes a linear program for least-cost ration formulation. The resulting value is then targeted as a cost goal in the second module. This is supported by weighted goal programming with a penalty function system. The approach presented here is an example of how a combination of mathematical programming techniques might be applied to prepare a user-friendly tool for 'optimal' ration formulations. We report results that confirm this approach as useful, since one is able to formulate a least-cost ration without risking a decrease in the ration's nutritive value or affecting the balance between nutrients.
The article analyses the influence of the 2004 enlargement and of the 1998-2002 accession negotiations on the Common Agricultural Policy (CAP) reform. In contrast to the dominant liberal institutional political economy models that explain preenlargement CAP reforms in terms of the negative trade related policy externalities, the common budget expenses and the specific role played by the common institutional setting, a critical realist explanatory model is proposed. In accordance with the model, the reforms were facilitated by the conflicting interests and the differences in capacity of the capital fixed to agricultural production in the member states and the candidate countries. The capacity of the agro-capital is defined by comparing the agricultural production structures, which were in the case of the old member states sustaining high levels of the fixed capital and which were in the case of the candidate countries, on average, underdeveloped and under-capitalized. The model is supported by the empirical analysis of the CAP reform and the accession negotiations process.
