Vlora has great potential for regional development. Tourism can be as a catalyst for theeconomic growth but still have many challenges for sustainable tourism regionaldevelopment. Regional development is one ofthe most important dimensions and key ofEU policy, which is designedto: ensure convergence between the different member statesand regions; ensure regional competitiveness and employment;ensure territorialcooperation. Vlora has all the potential to bean attractive tourismdestination. Resourcesthat it can use to create its distinctive image for tourists are numerous. Across geography,which has spread Vlora region, there are monuments, archaeological item and rare naturalmonuments, natural sites and attractions centuries. Way to understand these apparentlyalready clarified is joining with the tourism environment. Return tourism potential in realestate assets for the rapid development andprosperity of the region, is one of theobjectives with which to measure the role of state institutions, businesses, investitures andpolicies that support, promote, stimulate and develop the sector oh tourism. Tourismdevelopment is facing many challenges related to development and the control urbanity,decentralization process, thegeographical distribution of tourism, exploitation of allresources and tourist potential, the protection of natural and cultural heritage.

Despite talk about the importance of the environment more and more problems are always present. After 1990, Albania is constantly faced with numerous environmental problems. Their origins, as a result of various causes, have brought major negative impacts, the recovery of which will require more time and more financial cost. Forests are the lungs of the world, and their role in our life is irreplaceable, but human consciousness forgets this concept, and constantly undermines them. Burning and illegal cuttings in order to obtain immediate and unlawful benefits only for a certain group of individuals are serious environmental crimes which are massively widespread in Albania. The aim of the article is to present a comprehensive environmental crime in Albania, its geographical distribution, but stopping the longest regarding environmental crimes related to illegal cuttings or burning of forests.
Decentralization gives competencies but also adds responsibilities to the local government unit. Transparency, as one of the pillars of democracy in a rule-of-law state, among its measuring indicators has public consultation. Transparency as an element of good governance is not measured by the publication of decisions, but by publications of the process that the project-act goes through until it reaches the final decision-making. Local self-government units referring to the organic law for local government in the decision-making process are closely related to the public consultation process.The purpose of the article is to analyze the process of public consultation in local selfgovernment units, the control exercised by the competent bodies and through this the identification of legal deadlocks or procedural deficiencies. The article was built by combining several methods such as research, observation, synthesis, and partial statistical analysis. The normative provisions of the Republic of Albania in the framework of the public consultation procedure have been continuously improved. The article seeks to highlight not only the importance of public consultation as an element of functional local democracy but also in the context of administrative regularity that even the fact the normative provisions have been improved, we still identify abuse of the law of public consultation.
On the road to integration into the European Union, Albania and Kosovo are faced with a series of conditions, mostly in the form of reforms, the overall goal of which is to strengthen institutions for good governance. However, the ability to govern and manage it can not be effective if it is perceived as a closed process, but instead co-operation with units of local self-government in the country and abroad is an alternative for both sides. The purpose of the article is to highlight the role of local government in enhancing and intensifying exchanges and relations between Albania and Kosovo and EU integration. The article has several objectives, firstly, aims to identify why local government can play an important role in this process of rapprochement and cooperation, secondly aims to identify the importance of this cooperation, thirdly, aims to analyze the benefits of these agreements and collaborations suggesting some forms of cooperation through agreements and analysis and concrete consequences that these forms of cooperation may have. For the realization of this article, several research methods have been used, such as research in order to observe the current cases of successful developments, secondly, the analysis method was used to analyze the concrete situation of local government in Albania and Kosovo. thirdly, the synthesis method was used to synthesize the knowledge and practices so far and their adaptation to the case of cooperation between Albania and Kosovo. The article aims to be in a form of recommendation for the ways and forms of cooperation by identifying the importance of cooperation, but not merely in the theoretical plan, but addressed in concrete form, identifying the forms of cooperation, the importance of increasing the role of local government also for integration into the EU.
