PrefaceA waste-to-energy (WTE) facility is perhaps the single most complex public works project usually attempted by a community. For successful implementation, it needs the services of knowledgeable in-house staff and consultants and active support of the community's decision-makers and public.Why then should communities undertake such projects in the wake of such potential obstacles? The answer lies in the fact that many communities across this globe have no other answer to their problems of mounting increases in waste volumes, difficulty in siting alternative waste disposal facilities, and an ever-increasing need for renewable energy supplies. With more than 1,300 such facilities in operation around the world today with an installed capacity of 505,000 tpd or 160 million tonnes of waste turned into energy each year, WTE is an increasingly viable alternative for the world's rapidly urbanizing communities. The appendix at the end of the book contains Case Studies of WTE facilities.This book is a major revision of an earlier edition, which was published in 1987. Many changes have occurred in the WTE industry worldwide since that time, including changes to technologies available, improvements in air emission control devices, new emission regulations imposed by the US Environmental Protection Agency and the European Union, a new economical and financial environment and the movement worldwide to confront climate change.During the development of this new edition, many industry experts assisted us in reviewing draft chapters and contributed valuable data and information. We would like to specifically acknowledge Bruce Clark, Fred Caillard, Charlie Tripp, and Ken Boatwright.Finally, our hope is that this revised edition will provide sufficient information on what steps must be undertaken to implement a WTE project. While every project is unique to some degree, our hope is that the lessons learned over the past few decades with WTE project implementation will lead to more successful projects in the future.
