This study is about forest conservation and protection policies contained in the regional regulations of Rokan Hilir Regency. This an indicator that the integrity of the forest coverage area stems from the birth of the policy. This article aims to investigate the main causes of failure to implement policies on forest coverage. Qualitative approach Research using the observation method is used as a research design. This research was conducted during March-August 2020 in Rokan Hilir Regency, Riau Province. The sample of this study was divided into locus objects, namely expert samples as respondents obtained through accidental sampling who were involved in the process and implementation of policies. The results of this study indicate that the policy of forest conservation and protection in Rokan Hilir Regency is influenced by factors of interest, weak law enforcement, and apathy. Local governments and local communities do not yet have sensitivity to environmental sustainability, they only see forests from an economic perspective, and the possibility of benefiting them and the community without understanding that forest sovereignty is not merely a legacy but a deposit that must be protected together.
