Abstract-In recent years, the scale of enrollment in colleges and universities continues to expand. The private colleges are also springing up. The comprehensive strength of each university is uneven. Evaluating the comprehensive strength for the colleges is not only to provide the reference for the majority students' parents, but also to promote the continue development for the comprehensive strength of the colleges. In this paper, in order to make the better evaluation of the comprehensive strength for the colleges, we combine the fuzzy theory with the TOPSIS method and propose an improved fuzzy TOPSIS method. Then, we use the method to evaluate the comprehensive strength for the college. The experimental results demonstrate the reliability and the validity of the method.

Through 30 years of reform and opening up, China's undertakings have achieved rapid development. But at the same time, local governments have accumulated a lot of debt. Chinese local government debt issue has caused domestic and foreign economists and decision-makers attach great importance to it. It is an important thing to strengthen local government debt management and regulatory enforcement power to prevent and resolve the debt risk to ensure the sustainable, healthy and stable development of the Chinese economic and social. In this way, this research of Chinese local government debt management has important theoretical and practical significance.

Abstract:As the constantly development of the financial market, the risk assessment technique of financial investment, which is an important way and a key technique, is concerned by more and more people. The ability of risk assessment technique is excellent or not is significant to the investor in fact. The key point of risk assessment is the extent of controlling the goal to be invested, so we need to forecast the risk points and risk factors of the object of investing in order to achieve the goal of avoiding the risk. Although we could not know the risk totally in fact, we could not control the place where the risk comes and the time when it happens as well, but we could use the present techniques to analyze the risk according the regulations which we have known well. If we could avoid risks according to relevant analyses, it can greatly improve working efficiency, and improve the safety and efficiency of investment.
