In a market economy, the investment attractiveness of an enterprise is determined not only by its economic productivity but also by the organizational level of environmental use, environmental protection, and security (energy, technogenic, and ecological, including protection from extreme situations of natural and technogenic character). The supporters and opponents of nuclear power answer the following basic question differently: "Does nuclear power satisfy the conditions of stable development, first and foremost, from the standpoint of its danger to the general public and the environment?" It is impossible to achieve a renaissance in nuclear power, change the position of its opponents, and earn the public's confidence without continually demonstrating the following:• the effectiveness of the solution of ecological problems, including using nuclear power plants as a basis for adopting the modern mechanism for controlling natural resources, environmental protection, and safety, acknowledged at the international level and used by most industrial enterprises for more than 10 years now; • the ecological advantages of nuclear power over all other sources of energy. In international business circles, ecological management, determining the modern governmental strategy in most countries for environmental protection and stable development, is being examined as a guaranteed way for humanity to make the transition to stable development. Ecological management is a logical development of the concept of comprehensive quality management.The application of series 14000 ISO standards should make it possible to decrease continually the negative environmental effects at three levels of activity:• corporate -through improvement of ecological "behavior" of the control organs of corporate unions and enterprises which are part of the union; • national -through supplementing the national normative legal base in the field of safety; • international -through improvement of the conditions of international trade and adoption in international relations of the principle of information openness of the ecologically oriented activity of market participants. The central document of the indicated series of standards is considered to be the standard ISO 14001. All its requirements can be checked -whether or not a specific organization meets them can be established to a high degree of certainty. The organizational-legal form of ecological control is a system of ecological management of an organization (enterprise). The system of ecological management is part of an overall system of administrative control of an enterprise, which has the organizational structure, components, mechanisms, procedures and resources that are needed for controlling ecologically oriented activity of an enterprise. The goal of certification is to confirm that the system of ecological management satisfies the standard ISO 14001.
