The authors consider the possibilities of national health care in the context of the export of medical services. The methodology of the work is based on an approach based on different specifics of medical and healthcare tourism and their correlation. The forms of state support are described in the article. The assessment of the plan for the development of the export of medical services and the ways of its implementation are given. The following pointes are highlighted: trends in the commercialization of medical tourism, business strategy, social, economic and technological risks in the development of medical tourism, and the prospects of development. The most attractive areas of medical care in Russia for foreigners are explicated. The financial benefits of exporting medical services and the issue of Russia’s international cooperation in this area are considered.. It is done for a comparative analysis of the achievements in different countries in the medical and tourism industry. The forms of cooperation with the Joint Commission International (JCI) in promoting the export of medical services in Russia were noted. The article also deals with the problems and barriers to the development of the export of medical services and possible ways to solve them.
Modern medicine as a subject of international tourism. Conceptual approaches to the definition and description of medical tourism were analyzed. International experience in rendering services of medical tourism, its rapid growth in such countries as the USA, Germany Israel and India was studied. A range of serviced rendered by foreign medical institutions was described. Prospects of medical tourism in today's Russia was considered. Social role of travel agencies in development of medical tourism was described. Social risks were revealed and described and recommendations to develop medical tourism were suggested.
The Round table on the topic "Geography of medical tourism: problems and prospects" was held in the editorial office of the journal "Bioethics" (on March 28, 2019) with the support of the Volgograd state medical University and the Volgograd medical research center. It was attended by scientists of the VSMU and VNC, foreign experts in the field of medical tourism, representatives of Russian clinics included in the activities for the development of medical tourism. two fundamentally opposite approaches in assessing the experience of the development of medical tourism in different ethno-cultural environments were noted during the discussion. One approach involves the active participation of the state in this process, the other absolutes the role of private medicine. We are mainly interested in ethical arguments in this dispute.
The article presents an analysis of the regulatory legal acts regulating directly or indirectly the activities of the sanatorium-resort complex of the Krasnodar Region in the conditions of COVID-19. The chronology of the introduction of bans and their gradual lifting within the framework of the activities of the sanatorium-resort complex reflected the all-Russian situation, which in general determined the content of the adopted regulatory legal acts. It was revealed that in the Krasnodar Region, in contrast to the Stavropol Region, where they were also concerned about the situation with COVID-19 and the preservation of the sanatorium complex, there is no approved plan for the phased exit of this complex from the anti-epidemic restrictions regime that may adversely affect the operation of the health resort complex of the Krasnodar Region.
The article examines medical tourism as a promising area of modern health care within the framework of the federal project "Development of the export of medical services", part of the national project "Health". The authors examine the possibilities of regional health care within the framework of the project "Development of medical services export in the Volgograd region". The data on the number and geography of visitors, financial revenues to the regional budget for the ensuring, paid medical services are presented. The risks of regional health care that hinder the development of medical tourism are described and the ways to avoid them are indicated. At the present stage of the development of Russian healthcare, the provision of medical tourism services is not legally formalized, so more attention should be paid to ethical regulation in this area.
