The concentrations of eight elements (Cr, Cu, Fe, Mn, Ni, Ti, V, and Zn) in surface sediments from Segara Anakan Nature Reserve (SARN), Indonesia, were determined using inductively coupled plasma-atomic emission spectroscopy following microwave-assisted acid digestion. In general, the heavy metal concentrations of the sediments were found to decrease in the sequence Fe > Ti > Mn > Zn > V > Cu > Cr > Ni. Sediment pollution assessment was carried out using a pollution status index contamination factor, pollution load index, geoaccumulation index, and enrichment factor as well as by comparing the measured values with two sediment quality guidelines, i.e., threshold effect level and probable effect level. The evaluation showed that in the refinery site stations, Cr, Ni, and Zn concentrations found in the SANR sediments may cause the adverse effect to occur over a wider range of organisms and can contribute to a more serious harmful effect.
Accuracy of data is needed for assessment of environmental sensitivity index (ESI) in coastal areas. This paper aims to create an algorithm and database system for calculating ESI values with three main elements, vulnerability index (VI), ecological index (EI) and socio-economic index (SI). The themes that are calculated include the type of beach, coral reef, mangrove, seagrass ecosystem, and location of community economic activities such as tourism, port, agricultural land, fishpond, salt ponds, mariculture, and capture fisheries. Algorithms are compiled for ESI calculations so that they are structured and accurate through the compilation of databases from VI, EI, and SI determinants, preparation of input tables, and presentation of results of ESI calculations. The database is built using Microsoft Excel software.
Pemenuhan kebutuhan tempat tinggal bagi warga negara asing di Indonesia, bukan hanya terbatas pada rumah yang ada di atas tanah melainkan juga rumah tinggal yang beraturan seperti apartemen. Dalam rangka fungsi pengawasan terhadap keberadaan WNA di Indonesia yang tinggal di apartemen, diperlukan peran serta pengelola hunian apartemen dalam membantu pemerintah dengan memberikan laporan atas keberadaan mereka. Permasalahan dalam penelitian ini adalah bagaimana tanggung jawab hukum pengelola hunian dalam melaporkan keberadaan WNA yang tinggal di hunian apartemen dan bagaimana sanksi hukum bagi pengelola hunian apartemen yang tidak melaporkan keberadaan WNA yang tinggal di hunian apartemen. Pendekatan masalah dalam penelitian ini dilakukan dengan menggunakan metode pendekatan yuridis normatif dan empiris. Hasil penelitian menyatakan bahwa mekanisme dari pengaturan pengelolaan izin tinggal terhadap warga negara asing di hunian apartemen dijalankan dengan aturan yang sudah dibuat sendiri oleh pengelola hunian apartemen akan tetapi masih harus berkoordinasi dengan instansi terkait yaitu perusahaan tempat orang asing bekerja dan juga dengan pemerintah setempat khususnya pihak keimigrasian. Sedangkan mengenai sanksi bagi pihak pengelola hunian apartemen yang tidak melaporkan keberadaan WNA yang tinggal di hunian apartemennya telah diatur dalam Pasal 117 Undang-Undang Nomor 6 Tahun 2011 tentang keimigrasian.
Fulfilling the housing needs for foreign nationals in Indonesia is not only limited to houses on the ground but also regular houses such as apartments. In the context of the supervisory function of the presence of foreigners in Indonesia who live in apartments, it is necessary to have the participation of apartment dwelling managers in assisting the government by providing reports on their whereabouts. The problem in this research is how is the legal responsibility of residential managers in reporting the presence of foreigners living in apartment dwellings and what are the legal sanctions for apartment dwelling managers who do not report the presence of foreigners living in apartment dwellings. The problem approach in this study was carried out using a normative and empirical juridical approach. The results of the study stated that the mechanism for managing residence permits for foreign nationals in apartment dwellings was carried out with rules that had been made by the apartment dwelling managers themselves but still had to coordinate with relevant agencies, namely companies where foreigners work and also with the local government, especially the immigration authorities. Meanwhile, regarding the sanctions for apartment dwelling managers who do not report the presence of foreigners living in their apartment dwellings, Article 117 of Law Number 6 of 2011 concerning immigration.
