International scientific and technological cooperation in the aviation sector plays a decisive role for the transfer, use and production of knowledge, contributes to the innovative development of aviation, in particular the emergence of new types of aircraft, new business models of international airlines, modernization of airport infrastructure, reduction of the impact of aviation on the environment and increase security. The main reasons for the rapid development of the world technology market in the field of aviation are the unevenness of the economic development of countries, the monopolization of aircraft construction by large companies that are able to finance the conduct of valuable research and design works, the strengthening of competition in the world market of air transport, etc. Within the scope of the scientific research, the key areas are singled out and the modern system of international scientific and technological cooperation in the aviation sphere is characterized. It has been established that today for Ukraine, international scientific and technological cooperation in aviation acquires extremely important features in the context of the revival of the economy in the war and post-war period. The methodological basis of the research is both general scientific and special methods of scientific knowledge: descriptive-analytical, analysis and synthesis, methods of quantitative and qualitative comparisons. The information base of the article is monographic studies and periodical scientific publications of Ukrainian and foreign economists, materials and analytical reports of international organizations, international consulting companies and analytical centers. Research results can be used for scientific substantiation and further creation of appropriate conditions for the development of international scientific and technological relations, in particular in the aerospace field, ensuring an appropriate system of financing innovations with the involvement of the public and private sectors, funds of international financial institutions, the development of private companies in aerospace industry, substantiation of the mechanisms of military and post-war restoration of the air transport system of Ukraine.
The UN's global strategic document is the 2030 Agenda for Sustainable Development. It is an action plan aimed at ensuring global sustainable development in economic, social and environmental directions, which ensures that no UN member country is left behind. The 17 Sustainable Development Goals in the 2030 Agenda can be used as guidelines for the coordinated development of UN member states. Every year, the number of countries that also connect aviation to a wider range of UN Sustainable Development Goals, such as 4, 8, 9, 11, 13, 14, 16 and 17, is increasing. At the same time, the achievement of these goals requires working out the theoretical foundations of strategic management of global civil aviation safety. The issue of aviation safety is one of the top priority challenges from the first day of flights. Years passed, technology, avionics, engines, navigation aids changed and developed, but the problem did not lose its relevance. ICAO's purpose: to ensure the safe and orderly development of all aspects of international civil aviation. ICAO develops Standards and Recommended Practices. They are set out in 19 Annexes to the Convention on International Civil Aviation. ICAO's new strategies are the basis for further sustainable development of global civil aviation.
This article analyzes the national interests of Ukraine from the point of view of transformations of international economic relations during the period of military aggression. The aspects and indicators of the effectiveness of the state policy in the investment and innovation sphere for strengthening the security of the real sector of the economy, determining the risks and threats of using the investment and innovation potential of economic security and the degree of its influence on the competitive positions of Ukraine in the conditions of technological globalism are characterized. The directions of positive development of the global economy and international regulatory mechanisms of its influence on the national competitiveness and economic interests of Ukraine are outlined. A justified sequence of actions to ensure the economic security of Ukraine in the field of international economic relations, strategic directions of innovative activity and resource support of the investment and innovation component of the economic interests of the real sector of the economy in conditions of global competition.
The relevance of the topic is proved due to many factors that directly affect the development of the transport industry, in particular, air, rail and other types of transport in Ukraine. The importance of transport for ensuring the sustainable development of the country's economy is substantiated. Issues related to the development and solution of some transport problems in Ukraine are studied. Emphasis was placed on the need for constructive solutions to a number of economic, technical, environmental, personnel and labor protection issues. In order to solve a number of problems of the transport industry, examples of the implementation of technical tasks are considered and substantiated, which are quite simple in theory, but extremely important and complex when implementing them into the practice of enterprises. After all, they need regular updating of equipment, because as a result of the development of scientific and technological progress, more advanced, but expensive technologies are constantly appearing, which are not available to all transport enterprises and require compensation from the state. Among the many economic problems that occur in the activities of aviation industry enterprises, the special importance of large taxes was identified. Conclusions were drawn about the need for an optimal combination of state regulation and a healthy competitive market. Some aspects of ensuring the functioning of the transport industry and scientifically sound future ways of its development are considered. The main aspects of ensuring the work of the transport industry of Ukraine are scientifically substantiated, which are based on a systematic approach, the implementation of which will allow adapting to changes caused by the influence of the external environment. The necessity of a highly developed transport system as a necessary factor for ensuring integration into the European and world economy is proved.
In the article, it is determined that the policy of forming the strategy of enterprises to go abroad is an important form of strategic management of the development of the economy, which is aimed at long-term growth of efficiency with the minimization of risks during the optimal use of potential and existing resource limitations. The necessary steps to achieve the harmonization of cooperation between Ukraine and the EU and NATO, the development of the export potential of the enterprises of the aviation complex, the main areas of activity and the ways of their implementation are proposed. European integration is the main and constant foreign economic priority of Ukraine, the implementation of which will allow to improve the conditions for the export of Ukrainian goods in order to present them on the international arena. To solve the above-mentioned problems, it is proposed to implement measures that will increase the competitiveness of the national economy.
