In the article, the authors examine contemporary problems of the divergence of the interests of financial and credit institutions and enterprises operating in the innovation sector. Based on the study of theoretical and methodological approaches to the interaction of subjects of financial and innovative sectors of the economy, the authors obtained the results of economic-mathematical modeling on the effect of interaction between sectors on economic growth and assess the role of regulators in this process. The obtained results are interpreted through the prism of the experience of economically developed countries, which reached the greatest degree of synergy between the financial and innovative sectors of the economy. Conclusions are drawn regarding the need to develop preventive measures to eliminate the undesirable effects, including on the basis of the adaptation of best world experience.
Nowadays most developed and some developing countries are moving to the path of "green" economy and strive to develop in the direction of sustainable development. An important aspect is the development of eco-innovations that contribute to reducing the negative impact on the environment through the creation of fundamentally new products, processes and systems with minimal use of natural resources and virtually zero environmental pollution. Such clean technologies are possible in the field of renewable energy, water resources management, "green" construction, waste reduction, etc. The vast accumulated international experience of countries that develop eco-innovations serves as a positive experience for the development of this direction in Kazakhstan. Energy efficiency and renewable energy resources should be considered as national priorities of the country, be integrated into energy and socio-economic policies, and become the basis for the development of state programs for sustainable development. Kazakhstan strives to achieve its goals for sustainable development, including improving the environmental situation in the country. This paper focuses on financial issues in ecoinnovations, it represents analyses of current trends in this sphere in Kazakhstan.
In this article, the authors consider one of the most important issues in the development of the Kazakhstani economystrengthening the innovation component, capable of ensuring economic growth regardless of export revenues of the oil and gas sector of the country. According to the authors, the solution of this strategic task directly depends on the vector of state regulation, which should be characterized by integration and proportionality in ensuring more active and productive interaction of subjects of financial and credit and real (including innovation) sectors of the economy. In this regard, the authors, based on the use of a systems approach and the theory of institutionalism, carried out economic and mathematical modeling on data from a number of countries, allowing to determine the degree of influence of regulatory institutional measures on the quality of interaction between the subjects of these sectors. The obtained results allowed formulating a number of conclusions that can be a starting point in terms of improving the current regulatory system in the Republic of Kazakhstan.
The purpose of the research was to find out why the reforms of the long-term state policy for the development of national science did not lead to an increase in the funding of scientific research and an increase in the role of science in the national innovation system, including in the field of agricultural science. The study was conducted using questionnaire-based survey methods and focused expert interviews. The results obtained in the course of the research are of practical interest to the authorized bodies of the state scientific and innovation policy of Kazakhstan, subjects of innovation infrastructure and entrepreneurs in the field of science and innovation. According to the results of the survey, the trend of scientists’ dissatisfaction with the existing system of financing agro-industrial science is clearly traced, as well as their own opinions on specific measures to solve problems existing in this area.
