European practice has proven that all EU member states are responsible for the implementation of adopted European environmental agreements. Since 1992, the countries of the European Union have identified environmental protection as a priority for their own development. The study of the process of implementing Ukraine’s environmental policy in the context of the circular economy is gaining relevance. The purpose of the article is to study the processes of implementation of the environmental policy of Ukraine in the context of the circular economy. In the process of writing a scientific article, general scientific research methods were used: the method of theoretical generalization; categorical analysis; method of comparison; method of abstraction; grouping method; forecasting method. In the process of research, the key directions of implementation of environmental policy at the state level are given. The main aspects of the implementation of the circular economy at the regional level have been established. Three levels of formation and implementation of environmental policy in Ukraine are defined. Various tools for implementing environmental policy in the context of the circular economy are presented. It was established that in Ukraine today there is practically no development and implementation of effective mechanisms for the implementation of the state environmental policy, there are no tools for eliminating the causes of environmental problems and reducing the negative impact on the ecological sphere during the implementation of economic activities. It has been established that in the process of implementation of environmental policy, the state may have an appropriate role, either promoter, facilitator, or catalyst. Conclusions have been made regarding the importance of implementing the circular economy. The study of the implementation of the environmental policy of Ukraine in the context of the circular economy gained further development in terms of taking into account the components of the environmental policy, aspects of the circular economy and the comprehensive implementation of the environmental policy at the international, state, regional and local levels. The practical value of scientific research lies in the theoretical justification of the process of implementing environmental policy in the context of the circular economy, taking into account international experience and tools for implementing environmental policy at all levels

In the current development needs, the world needs to move to a sustainable devel-opment model, i.e. a process of social and economic changes in which natural resources, investments, scientific and technological orientation and other decisive development processes will be coordinated and supported by one another, and will meet future needs and aspirations of people. Thus, countries need to implement sustainable development methods within their economies. First of all, such imple-mentation should be carried out at the regional level. It is in this need and lies the relevance of this article. The purpose of this article is to analyze the improvement of the economic security system on the basis of the technologies of this concept. The main research methods were the analysis method and the historical method. In the article the analysis of modern methods of forming a closed cycle technolo-gy taking into account the opportunities of the Ukrainian economy on the basis of conclusions of other authors and empirical data from already successful experi-ence of implementation of these technologies has been carried out. The concept of the circular economy was analyzed by the method of forming more sustainable development in the paper. Within the same enterprises and regions, the achieve-ment of circularity is due to the introduction of a chain of technologies, in which emissions into the environment will be minimal, and the materials used can be re-used, i.e. technologies of closed cycle. The perspective within the framework of this topic would be the consideration and construction of a certain scheme of introduc-tion of technologies of a closed cycle on the example of one of the regions of Ukraine. The article will be useful for getting familiarization with the main features of the functional principles of sustainable development in the world as a whole; with some peculiarities of the Ukrainian economy; for forming state policy in the field of sustainable development, especially at the regional level; for studying some subjects by students, as well as other authors in writing their works.

The urgency of the declared subject of scientific research is conditioned by the existence of many problems in the protection of property interests at realization of technologies of a closed cycle. This is especially important for Ukraine, where closed cycle technologies are only introduced into the national economy and do not comprise the significant part of the state’s gross domestic product. The purpose of this research is to study the prospects of protection against adverse risks, which may arise during the implementation of the closed cycle technology, due to the transfer of risks to insurance. The basis of methodological approach in this research article is a qualitative combination of methods of system analysis of the possibility and expediency of risk insurance at realization of the technology of closed cycle and research of the quality of insurance protection, assortment of available insurance products, which can cover risks inherent to subjects of realization of closed cycle technologies, and thus prospects of development of such kind of insurance. The main results obtained in this scientific research are the determination of the possibility and quality of insurance protection for the subjects of closed cycle economy, as well as the formulation of problems, logistics and ways of improving insurance of subjects of sphere of realization of closed cycle technologies. The results of this research, as well as the conclusions drawn from them, are significant both for the employees of the closed cycle technology sphere, who will be able to assess the possibility and process of insurance risks that may arise during the period of their activity and for insurance companies on the basis of this research, that have the desire to diversify the insurance portfolio and to add Agreements with representatives of the sphere of realization of closed cycle technologies

As a result of the reforms of decentralization and local self-government, territorial communities have received more resources and powers to dispose of them, in this sense, the issue of local development has become especially relevant for communities. The purpose of the article is to study the processes of local economic development of Olshanskе village council. In accordance with the set goal, the following tasks were set and solved: to investigate the meaning of the concept of “local economic development” and the factors influencing; at the theoretical level to investigate the actors of local economic development and their place in the management process; to analyze the socio-economic development of Olshanskе village council and identify the main problems of its local economic development; to explore the possibility of implementing forms of community cooperation in Olshanske village council. To achieve this goal, the article uses general and special research methods: method of theoretical generalization and comparison; hermeneutic; comparative and graphic; analysis and synthesis. The article forms one’s own vision of the concept of local economic development. It is established that decision-making procedures in local development management depend on the task performed. The local economic development of Olsha village council is characterized. In the course of the research, the authors determined that the LED of the village council is based on creative principles. The article substantiates that the use of community cooperation will be a promising tool for local development. It is established that for Olshanske settlement council the potential subject of cooperation is the Koblevsky village council of the Nikolaev area. The task of the cooperation will be to ensure the provision of services in the field of urban planning and architecture on the territory of Olsha village council in accordance with the requirements of current legislation and increase the efficiency of the use of local budgets
