The purpose of this study was to determine improvement measures by analyzing the needs of the community for cultural diversity promotion programs. For the research study, 271 institutions/organizations related to cultural diversity and 8 experts were randomly selected as subjects of a survey. The survey tool was developed with 11 questions for the survey and 8 questions for the expert survey, and the SPSSWIN 22 statistical program was used to apply cross-tabulation and mean difference analysis to the survey content of 137 institutions/ organizations that responded. In addition, the expert survey content was analyzed according to expert type, and then the analysis content was synthesized and analyzed by subject.
Although the importance and necessity of the cultural diversity promotion program were considered very high, the satisfaction level was low. The demands revealed in the survey and expert survey included the following: the selection and support of institutions/organizations with expertise; the cultivation and securing of professional manpower; development and promotion of various programs that reflect the characteristics and needs of the community; securing a sufficient budget; and administrative and financial support. It was found that active publicity and the establishment of an archive for the sharing and dissemination of program promotion results. To improve cultural diversity promotion programs based on these research results, the following were considered essential: establishment of a program promotion system; development and promotion of cultural diversity promotion programs that reflect the characteristics and needs of the community; securement of human and material resources; securement and execution of sufficient budgets; improvement of operational processes; establishment of a public-private partnership network; and establishment and operation of a cultural diversity promotion center (tentative name).
Therefore, to derive systematic operation and effect through the improvement of cultural diversity promotion programs, create organic connections between government departments and local communities, secure and utilize local experts, secure and execute budgets fairly, and differentiate according to the characteristics and needs of local communities, it is necessary to further develop and promote existing programs and actively participate and sympathize with local residents.
