The sustainable development is a main goal of Calabria Region that has promoted a lot of activities to contrast climate change in line with international, European and national targets. In the field of city logistics, the Region can operate only through moral and financial support; a technical and administrative process has been developed including the definition of planning, programming and implementation processes on a regional scale. The realization of city logistics in the Calabria urban centers was planned starting from the Regional Transport Plan (RTP) in 2016, programmed through the Implementation Program in 2017, implemented by a first Call published in the 2018 and a second Call in 2019. The city logistics process has been supported by a structured public engagement through training activities according to the National Coordination Center for Public Engagement (NCCPE) and the Evaluation Program and United States National Security Exercise (HSEEP), adequately specified. Calabria Region policy is oriented to achieve a process of participation and sharing of choices raising the levels of knowledge on the urban freight transport and the sustainability development of cities. The objective is to create an urban logistics with zero CO2 emissions by 2030 according to sustainability targets set at international, European, national level.
Calabria Region supports the choices of cities in terms of urban mobility in an integrated approach by a high level of cooperation, coordination and consultation between the different levels of government and relevant authorities. Urban mobility includes city logistics. The Region supports all interventions according to European directions, as Sustainable Urban Mobility Plans, leaving from urban logistics topic. In particular, regional administration supports local administrations to realize an efficient urban logistic by the implementation of Regional Transport Plan Measure 2.5 City Logistics, in the general framework of urban planning. The aim is to improve sustainability and livability of cities pursuing national and international social, economic and environmental goals. Calabria Region have implemented a programming and execution process carried out by regional offices on city logistics. The programming process is finalized at Implementation Program definition and its approval by regional executive government. The Implementation Program indicates the city logistic measures and their realization procedures. The execution process is finalized at Call definition. The aim of Call is to finance design and realization of city logistic projects in all the cities of Calabria that satisfy some constraints. In this paper, programming and execution actions on city logistics of Calabria Region are presented.
The Calabria Region is among a few European regions that have financed a specific program for the implementation of city logistics policies. The Calabria Region is the only government in Italy that has developed an Implementation Plan and related Call to finance design and realization of city logistics in the last 10 years. The Region wants to pursue European sustainability targets to bring the Calabria people to be among the best in Europe by improving the livability of urban centers even with an efficient freight distribution. Starting with a Regional Transport Plan, the Calabria Region has implemented a set of different activities of public engagement carried out by regional offices to involve all stakeholders to make decisions on city logistics procedures. Among these activities are training activities including seminars, workshops, tabletops and games. The paper analyses the training activities on city logistics. Training activities are an element of the general planning process of the Regional Transport Plan, which has been implemented to support all cities involved in city logistics projects and to improve capability of all stakeholders such as public employees and managers, experts and researchers, associations, and authorities. According to literature, a classification training activities is proposed. In particular, the US training approaches are analysed and the training activities on city logistics in the case of the Calabria Region for city logistics is presented.
Sustainable development is the main goal set at international, European and Italian level. Calabria Region has addressed the programming activities on the sustainable development articulated in its main components: environmental, economic and social. The program of school buildings implemented by Calabria Region has introduced the obligation of environmental sustainability and seismic certification for all public buildings or financed with public funds, giving a strong acceleration to the process of Calabria building sector in the direction of greater sustainability. This paper presents the case of the school building to underline the strong action made by the Region which consisted of: interventions of seismic adjustment only; unification of all spending programs that guarantee zero bureaucracy and maximum transparency; increase of knowledge through the construction of a database from which to find all the useful information relating to the interventions. In the paper is presented the logical framework approach (LFA) to design a viable path to sustainable development of the school model where, starting from financial resources (input), realizes quality schools (output) in order to pursue sustainable development (goal). The creation of quality schools implies impacts (outcomes) that can be positive or negative. The paper allows to analyze the quality impacts of the school program.
