Agriculture has been considered as one of the priority countries sectors in our research; the share of agriculture in the gross domestic product of the world leading countries was investigated. The theoretical and practical aspects of non-waste agricultural production development using animal waste and crop residues fermented in biogas plants are revealed. The authors substantiate the relevance and potential of the introduction of waste-free technology which has considerable advantages of energy autonomy both for the enterprise and the country. The state of humus content in soils of Ukraine is also considered. International experience has been evaluated, which consists in the ability of agricultural waste both to produce alternative sources of energy and to use the products of their processing as organic fertilizers that significantly increase crop yields. The first steps of the Ukrainian agricultural enterprises to introduction of non-waste production on the example of the company LLC Organic-D have been presented; it heats and electrifies the complex, dries crops, and also uses organic fertilizer (digestate) due to waste processing in the biogas station. As a result of the research, it was found that the application of organic fertilizer can have a positive effect on soil recovery, because the soil acidity has changed from a level of weak acid (5.4 pH) to a level close to neutral (6 pH) for one year of its application. To conclude, the obtained results prove the relevance of the research problem.
In this article it is proved that strategic planning and implementation of strategic priorities of guaranteeing environmental safety as a phenomenon and process of predicting the future and preparing for the future is interpreted quite widely: as an integrated process of preparation and decision making of a certain type, as formulating goals and defining ways to achieve them, as ensuring preparedness of economic and social objects for competition in the markets, etc. Strategic planning is found to be an adaptive process that regularly develops and corrects a system of sufficiently formalized plans, reviewing the content of their implementation measures on the basis of continuous monitoring and evaluating changes occurring externally and internally. The mechanism of realization of interrelation of strategic tasks and operational decisions in strategic planning is developed. Priorities of improvement of modernization measures in the field of ecological safety development have been elaborated, which consist of the following components: 1) development of normative and legal base in the sphere of ensuring ecological and natural-anthropogenic safety, its adaptation to the norms of international and European law; 2) institutionalization of ecological and natural anthropogenic safety on the basis of sustainable development; 3) development of information-analytical, scientifically sound monitoring system of environmental and natural-anthropogenic safety; 4) forecasting the state of environmental and anthropogenic safety by 2030; 5) increasing attention to the problems of ensuring environmental and natural-anthropogenic safety at the regional level and identifying strategic directions for overcoming them, based on regional peculiarities of the danger; 6) state control over ecological development of sectors of national economy, development of innovative technologies, ecological modernization; 7) overcoming problems of industrial and household waste management; 8) the social imperative to ensure environmental safety; 9) improvement of mechanisms of financial extrabudgetary provision of ecological and natural anthropogenic safety at micro and macro levels; 10) support for bilateral and multilateral parity security cooperation.
The purpose of the article is to develop, based on the generalization of domestic and foreign experience, guidelines for enhancing investment in the agricultural sector. Research methods. A set of special methods of economic research was used during the research process. Using abstract-logical method, the conclusions to the article are formulated. The method of theoretical generalization was used in the critical analysis of research results of domestic and foreign scientists on the substantiation of investment factors and methods of assessing the effectiveness of investment. In the process of analysis, the statistical and economic method was used, which made it possible to clearly identify the factors that affect investment activity in the agricultural sector of Ukraine. Research results. The current state of investment activity in the agricultural sector of Ukraine is studied. The main factors influencing the intensification of investment in agricultural development in Ukraine are identified. Methods of state stimulation of investment activity are analyzed. Scientific novelty. A scientific approach to the introduction of a program of state support for dairy producers by introducing subsidies for the growth of each head of cattle introduced into the main herd, which will provide an economic incentive to attract investment in the livestock industry. Practical significance. The main factors that negatively affect the intensification of investment activity in the agricultural sector of Ukraine have been identified. The need to restore the special VAT tax regime for agricultural enterprises that simultaneously produce livestock and crop products (except for chicken producers) as the most effective method of state support for their activities has been confirmed. It is proved that in order to introduce effective mortgage lending it is necessary to resume the activities of a specialized institution - the State Mortgage Bank. Tabl.: 2. Figs.: 1. Refs.: 12.
The article reveals the possibility of improving the efficiency of agro-industrial enterprises through the formation and use of intellectual capital. It is established that the functioning of business entities in modern economic systems, characterized by a gradual approach to the depletion of material and natural resources, the difficulty of attracting additional financial resources, increasing competition and the need to create products with high added value, necessitates analysis a new order of functioning of economic systems based on the concept of information and knowledge as the main resources and source of wealth. It was found that the basis of the new economic paradigm is the concept of intellectual capital as a new economic category, which reflects the still little-studied sphere of economic formations - intangible. The existence of a strong relationship between the processes of intellectual capital formation and innovation has been proven. It is established that the formed and accumulated intellectual capital is the basis for innovation. It is determined that the assessment and management of the level of intellectual capital of the enterprise can increase the efficiency of intangible assets management, identify factors and reserves of development, increase innovation activity. It is established that R&D expenditures and their intensity are two key indicators used to monitor resources in the formation of intellectual capital. The analysis of the dynamics of research and development expenditures and their share in the structure of Ukraine's GDP is carried out. It is established that in comparison with other countries the volume of expenses for research and development in Ukraine is extremely low. The problems that small and medium-sized agricultural enterprises often face in the formation of their own intellectual capital are identified. The effectiveness of adaptive strategy as a tool for leveling the negative impact of changes in the environment of the enterprise in the management of intellectual capital is proved.
The purpose of the article is to calculate the potential for energy independence of the agro-industrial complex of Ukraine based on the sustainable development principles. Research methods. Among the methods used: abstract-logical (to determine the essence and mechanisms of ensuring energy independence of economic systems and the agro-industrial complex); economic and statistical (for analyzing the potential of renewable bioenergy in order to form energy independence); comparative analysis (to determine the institutional contours of the priority of the use of renewable bioenergy in the formation of energy independence of the agro-industrial complex). Research results. The area of agricultural land is calculated, which will ensure the cultivation of the required amount of crop and livestock products for food consumption in accordance with the norms of the physiological needs of the population of Ukraine in basic nutrients. The analysis of the export of agricultural products by commodity groups was carried out and the calculations of the amount of agricultural land required for its provision were made. The volume of gross international reserves and the trends of their formation in dynamics from 2009 to 2020 are analyzed. Scientific novelty. The world volume of corn production, corn export by the largest producing countries and the share of its processing for biofuels were investigated. Studied and systematized the foreign experience of the USA, Germany, Brazil, Czech Republic, China, India and other countries-producers of biofuel, which use as raw materials sugarcane, corn, sugar beet, corn silage, animal husbandry and crop waste. Practical significance. The formation of the structure of sown areas under energy crops with high rates of bioenergy yield from one ton of raw materials and one hectare of sowing has been carried out, as well as the calculation of the possible volumes of production of such energy in Ukraine. The number of livestock of farm animals husbandry is given, the volume of animal waste generation in Ukraine and the potential for biogas production from manure are calculated. In addition, it was found that the agro-industrial complex of Ukraine, without a threat to the food security of the state and export potential, has the ability to provide energy independence of the agro-industrial complex of Ukraine and the state as a whole.
