This article applies Kingdon's policy‐streams approach to analyze how the concept of social capital became part of the Chile Solidario program for poverty alleviation. Interviews with key actors in the program's policy‐making process provide data. The study shows that while social capital was a structural element of the program's framework, it is present only weakly during implementation, and the concept applied was closer to one of human capital. Policy makers incorporated social capital into the conceptual framework of the program to justify certain forms of intervention. Although they considered international organizations as key partners to promote certain policy approaches, they considered local academia as slow and misshapen to help them.
