This article focuses on the formation and development of customary law in Kyrgyz society. The degree of customs, traditions, and legal systems created existing outside, and had significance on their basis, significantly higher than those of societies functioning within the framework of public education. The set of measures formed over time, which were focused on regulation of all aspects in the traditional Kyrgyz community life, represented by a large number of mutually independent tribes and clans, as a highly effective system capable of maintaining normal conditions of existence.

This article examines the problems of legal policy in the Kyrgyz Republic system of public administration, the role of ongoing reforms in this area, the place of the judiciary in the mechanism of the government, the importance of a legal culture of participants in public relations based on the law rules. The importance of the tasks assigned to the government bodies, courts and legal entities affecting the rights, freedoms and legitimate interests of citizens, determining the special position of the court in the government mechanisms. Research aim is to investigate legal policy and culture in the public administration system and judiciary in the Kyrgyz Republic according to Kyrgyz Republic Laws and Decrees. Research results in this article based on historical comparative, formal logical, general and historical law methods and on literature analysis.

This article analyzes formation and development of environmental legislation in the early years of Soviet period based on systemic, comparative-legal, systemic-structural and logical research methods. Political processes of the first half 19th century in the Soviet Union had a huge impact on the part of the public political life of Kyrgyzstan, including the processes of legal development. The main purpose of this article is to study the formation, emergence of the first norms in the field of ecology, their isolation, the formation of codified acts in the first years of Soviet power and identification of especially significant features in the formation of environmental legislation. The research results are useful in the justice, legislative activity, law enforcement practice fields, as well as in scientific research in this area.

The article is discussing some aspects in the analysis system formation and establishment of regulatory impact in conditions of the Kyrgyz Republic. The authors examined examples from foreign experience in the application of regulatory impact analysis techniques and concluding the main tasks facing the regulatory impact analysis system in Kyrgyzstan. Research relevance in this work is focused on the analysis of regulatory impact as one of the latest tools in modern legal history optimizing government regulation and management, which are used in the vast majority of countries of the world, and which is becoming more obvious in the face of new challenges and some uncertainty in the development of the global economy, as well as focused on increasing evident in the face of new challenges and some uncertainty in the development of the global economy. Entrepreneurship is defined by demands that creating entrepreneurial opportunities and supply providing potential entrepreneurs, acting upon these opportunities. Regulatory impact analysis is considering the entrepreneurs' position when preparing regulatory documents in their development stage, those provisions that may lead to administrative or financial burdens on business or costs to the state or society as a whole.

The article analyzes legislations regulating women social rights, noted that there are certain restrictions in the legislation. The rights caused by the lack of registration, mainly related to social or economic rights are: the right to work, the right to own and dispose of property, the right to social security, and the right to medical care. Legislative norms, social rights, marriage, family relations, divorce, reproductive health, economic rights and domestic violence explained. Research methods were based on the Legislative norms overview in the Kyrgyz Republic Law, and literature analyses.
