This paper first defines the elements and meaning of rural low-carbon economy. On the basis of theoretical analysis, this paper then analyses the government role in the development of rural low-carbon economy, for example, government should organize and coordinate the development of rural low-carbon economy, should increase the investment of rural low-carbon economy, and should supervise rural low-carbon economy development as well. Last, the paper gives some suggestions for government to follow in the future work.

This paper analyzes the evolution of transaction and risk control mechanism by third-party guarantee in international trade and points out that the risk control in international E-commerce was an innovation to traditional mechanism. Furthermore, this paper anticipates the new ways and forms of third-party guarantee in international Ecommerce.

The paper firstly gives an analysis of the role of electronic commerce of agricultural products on agricultural development, and existing problems, and it raises the innovation of electronic commerce modes including the selection of P2B2C mode and P2G2B mode, and gives detailed suggestions such as setting up the third party e-commerce trade pattern, speeding up the construction of farmer agents, the construction of logistics system, and construction of agricultural standardization system.

This paper firstly gives the understanding of financial subsidy, then introduces the experiences of low-carbon financial subsidy in the developed countries and the status of low-carbon financial subsidy in China, and last it puts forward the suggestion for low-carbon financial subsidy in China, such as the links and the direction of subsidy, a short-term policy instead of a long-term policy choice, the boundary of subsidy policy, and standards for the approval of new-energy projects.
