The catalogue of about 200000 stars in the zone from equator to southern pole was complied from photographic observations carried out during 1982 – 1969 years in USSR and Bolivia by Pulkovo astrograph (D=23 sm, F=230 sm, working field 4° × 4° ). The plates were measured by Zeiss Ascoreoord measuring mashines in Pulkovo, Tarija, and others observatories. The process of measurement and compilation of catalogue were carried out in Pulkovo by ES–1033 computer. The observations were made with a four–fold overlap of the sky. Reference oatalogue is SRS catalogue (FK5 system). The differencial refraction, differencial aberration and objective distortion were taken into account. The mean accuracy of catalogue FOCAT-S positions is ±0.123″.
This chapter examines the political, policy and institutional background to the decision to implement the Starter Pack programme in Malawi in 1998, and looks at how the subsequent evolution of the policy and political context affected the programme. It suggests that the favourable initial conditions for translating the concept into reality was later eroded. Policy changes in the donor community and lack of institutionalization within government meant that the programme was vulnerable when key individuals who had supported implementation of Starter Pack were no longer in post. It is argued that the Malawi experience is relevant to other countries interested in free inputs distributions, as it indicates that political, policy and institutional factors should not be neglected if a successful outcome is to be achieved.
A study of the general figure of the Moon is of great importance for the solution of many problems. First of all, in astrometric observations of the Moon the position of its centre is determined by reference to its limb; and thus in order to compare the observed coordinates of the Moon with ephemerides it is necessary to adopt a definite hypothesis about the form of the limb. On the other hand, when compiling maps of the marginal zone of the Moon it is necessary to refer the heights of individual points to the barycentric sphere, common for all sections of the limb and all phases of libration. And, thirdly, studies of the rotation of the Moon and of its physical librations are also connected with the measurement of points on the limb and require the knowledge of its general form. Finally, a knowledge of the exact figure of the Moon is highly important for the theory of the origin and evolution of our satellite.
