The regional autonomy implemented for more than two decades is not entirely a success. An evaluation of the regional governance shows that many of the regional heads are tangled in legal cases, have bad financial management, and some other problems in the different levels of government. As such, it is necessary to examine the implementation of the development and supervision policy which aims to ensure the effectiveness of the regional autonomy. This study used a mixed, two stages method, with a quantitative approach using multiple regression analysis and followed by the qualitative approach of triangulation and ASOCA (Ability, Strength, Opportunities, Culture, and Agility) analysis method. The population in this study is the whole autonomous region in Indonesia (542 regions) with a sample of 85 regions. The quantitative analysis showed significant influence between the implementation of policy and development and supervision to the effectiveness of the regional autonomy. The qualitative analysis supported the quantitative analysis result and found new the dominant factors that produce a new model (novelty) called HADI (Human resources, Acceptance, Development, and Innovation) as an alternative model of the development and supervision policy for the effectiveness of regional autonomy. This study concluded that the successful implementation of an effective regional autonomy is very much influenced by the implementation of the policy and that a HADI model could be used as an alternative solution to the problem.
This study aims to analyze the evaluation of ASN management policies at the Ministry of Transportation and the provincial government of DKI Jakarta and the appropriate model for improving ASN management in planning, recruitment, and potential development. The approach used in this study is to use action research-based Soft Systems Methodology (SSM) as a research method with systems thinking approach. This research method's selection was carried out considering that ASN management is a Human Activity System with various problems involving many agencies. There are multiple laws and regulations used. The results showed that the evaluation analysis from the planning aspect showed that the policies, their formulation, and their dissemination had been carried out well; The recruitment aspect indicates that there is still something that needs to be addressed, especially in the recruitment of CPNS, PPPK, and open selection of positions; Aspects of competency development receive greater attention, especially in terms of improving performance, cost efficiency and achieving organizational goals. This study also develops concepts to improve ASN management in the form of a framework that includes: foundational theories, foundational theory & empirical facts as fundamental to formulate research interest, and research contributions.
This study aims to explain the implementation of tourism development policies in the state border area in Sabang City, Aceh Province, supporting and inhibiting factors for the implementation of tourism development policies in the state border areas in Sabang City, Aceh Province, finding a new model that is flexible in implementing tourism development policies in the state border area in Sabang City, Aceh Province. The type of research conducted is qualitative research. Data collection techniques used interviews and review of documents in the form of books, regulations, reports, and documents related to the implementation of state border area development policies in Sabang city, Aceh Province. The results of the study show The Erlangga Multi-Party Collaboration Sustainability Partnership (SPKME) model can be used as a guide in the implementation of tourism development policies in the border areas of the country.
