The aim of the article is to study the information support of the institutional field and state regulation of agricultural development of Ukraine through the analysis of current strategies and tools and programs of state support. The relevance of the study is due to the significant increase in the role of state support for key sectors of the economy in a systemic crisis caused by the coronavirus pandemic COVID-19 and restrictive quarantine measures. Limitation of budget funds implies an urgent need for their most rational use, identifying trends and areas of which this study is devoted. The research methodology is based on comparative analysis, economic and mathematical modeling, methods of assessing the effectiveness of budget programs, the use of analytical surveys, statistics on self-assessment of agribusiness and data from independent news agencies on the effectiveness of government regulation. The information base is the regulatory framework for state support of the agricultural sector, analytical studies on budget support for the agricultural sector and budget expenditures for agricultural development were based on official data from the State Statistics Service of Ukraine and the Ministry of Economy, Trade and Agriculture of Ukraine. The study analyses some components of the Strategy for the development of the agricultural sector of Ukraine, the Concept of development of farms and agricultural cooperation for 2018-2020, the project and the place of state support in its regulation. The dynamics of state support for 2016-2019 is shown, the main factors of influence are characterized and the dynamics of state support of the agricultural sector of Ukraine evaluated according to the OECD (Organization of economic cooperation and development) methodology is given. An analysis of the expenditures of the State Budget of Ukraine in 2020 on agricultural and rural development is carried out. The given research can be used at formation of current programs of budgetary support of branch, development of concepts of sustainable development of separate forms of managing – farms and peasant farms, adjustment of strategic plans, formation of their key indicators for monitoring and for increase methodological bases and principles of state regulation and other institutional factors of agricultural finance.
The research is devoted to substantiation of theoretical, methodological and practical principles of managing the process of combining agrarian industries. Its practical importance lies in the formulation and implementation of an export-oriented strategy for agricultural enterprises. One of the key factors of increasing agricultural export potential is the sectoral structure of agriculture. The strategic orientation of agricultural enterprises to the foreign market actualizes the combination of agricultural production within one economic unit, and therefore raises the issue of production specialization. Within the framework of scientific analysis of the diversification degree of production activity in accordance with reasonable specialization, deepening of integration processes and cooperation of activity, the agricultural enterprises typology by specialization criterion has been proposed by allocating deeply specialized, specialized and non-specialized enterprises on the basis of setting the parameters of their division of enterprise production market potential and its products. The indicators system of the specialization level of agricultural enterprises, the efficiency criterion of agricultural production specialization are presented. The comparing method the effectiveness of several specialization options in the long run is presented. Strategic directions of rationalization of export orientation processes on the basis of effective commodity specialization and combination of agrarian enterprises branches are revealed. The conclusion is made that the choice of the optimal export-oriented strategy of agricultural enterprises should be evaluated taking into account the advantages of combining the agricultural production branches, their successful combination, adequacy to regional natural and climatic conditions of management. This will allow to realize the influence of agro-climatic and agro-technological potential on the products quality, will provide enterprise competitive advantages by reducing the production cost, which in turn will allow to win price competition in the market. The formation of market relations cannot be imagined without an appropriate environment – market infrastructure, which should ensure the interaction of economic entities in the markets of goods, money, and labor. Tourism is an important branch of the national economy in view of the scale of its activities and the number of people employed in the economy. Organizational, technical, economic and financial issues that should be addressed on a daily basis, as tourism activities are directly related to customer satisfaction, are key factors in this sector. Tourism management with the use of an integrated approach is a complex process that is implemented using various methods. The Department of Tourism Service examines all key aspects of tourism business management, explores different methods and rules based on common management theories, adapting them to tourism activities. General methods of tourism management, production management, innovation management, personnel management and financial management related to the activities of the tourism business are also used. Management in tourism has a number of characteristic features due to the specific properties of services provided by touristic organizations. As an integrated type of activity, tourism includes the activities of subjects of different levels and can be directed towards achieving different results. The issues of organizing effective interaction between participants should be the focus of attention of all subjects of tourism activities interested in coordinating their actions and in the implementation of joint programs for the development of the industry.
The research is devoted to the scientific analysis of the rational choice principles of commodity specialization taking into account the functioning specifics of agricultural enterprises. The main tasks are identified, the solution of which has the potential to improve the internal specialization. There are among them: the maximum production increase in each unit, effi-cient use of production funds and work-force, improving the production efficiency. The adaptation process of commodity specialization of agricultural enterprises to market conditions is structured. Eight stages of it are distinguished: from deter-mining the change volume related to the enterprise adaptation to the external environment, to adjusting the system of opera-tional, tactical and strategic planning. In the factor analysis framework of the internal and external environment of agrarian enterprise, the determinants of its product specialization are systematized. The author's vision of the organizational and economic mechanism of managing the specialization of agricultural enterprises is outlined. The tendency to update the re-search of the risk system in the managing process the specialization of agricultural enterprises has been noted. This system has included the following risks: market, personnel, financial, legal, natural-climatic, logistical, agro-technological, the only mechanism for regulation in many branches of agriculture. The conclusion is made that substantiation of construction con-ceptual bases of organizational and economic mechanism of commodity specialization management of agrarian enterprise allows to realize adaptation development strategies of production and commercial activity. The basis is a comprehensive consideration of the factors of external and internal environment in the components mobilization of production and economic potential, as well as determining the configuration of management systems of commodity specialization in enterprise man-agement. Introduction. The importance of specialization research is due to its role in the economic growth of the country, as it contributes to the resources concentration on the production of competitive products, the provision of scientific and techno-logical development and increase the efficiency of agricultural enterprises. The purpose of the study is to develop mechanisms for managing commodity specialization of agricultural enter-prises. Results. The unique features of agriculture in the general structure of the national economy are identified. The deci-sive role of land resources has been determined. The influence levels on the management of commodity specialization of agri-cultural enterprises are broadened: nationwide, regional and local, for which the means of influence are allocated. The rea-sons for the imbalance in the structure of agricultural production are considered. The groups of factors that influence the resources reproduction as factors of agricultural production are distinguished: socio-political, socio-economic, priorities of state agrarian policy, using level of agricultural land and other resources, natural and climatic conditions, seasonality of production, energy and resource intensity, innovative technologies implementation. The structure of Ukrainian agriculture on 3 levels in terms of crop, livestock and hunting is offered. The necessity factors of systematic influence on commodity specialization management of agrarian enterprises are determined. The determinants of commodity specialization of agricul-tural enterprises are presented. Conclusions. The architecture of the organizational and economic mechanism for managing the commodity speciali-zation of agricultural enterprises is provided, which includes the internal environment of the enterprise, the direct mecha-nism, options for development, the conditions influence of the external environment functioning and the factors of influence on the specialization of the agricultural enterprise. The concept takes into account tendencies of economic potential for-mation, internal infrastructure of the enterprise, basic architectural decisions and standards, management model and re-quirements to management processes, and also defines principles of transition from the existing state of the enterprise to the target one.
