Conflicts in oil palm plantation companies cannot be separated from land problems with the community. This conflict occurred due to the existence of community land within the PT. Surya Bratasena Plantation due to an error in the previous shaving. The purpose of this research is to see and understand how the company strategy in its efforts to settle land with the community and to find out what factors are the obstacles to the implementation of the Land Conflict Resolution Strategy made by PT. Surya Bratasena Plantation. The theory used in this research is conflict resolution theory with three indicators, namely negotiation, mediation and arbitration. To answer this research problem, researchers used qualitative methods using data collection techniques such as interviews and documentation, then analyzed and looked for conclusions about these problems. The results of this study indicate that the strategy that has been made by PT. Surya Bratasena Plantation and offered to the community can solve the problem without involving a third party in its resolution. The inhibiting factor in carrying out this strategy is the presence of outsiders as provocateurs to make people not want to make peace.
The development of tourism in the Rupat Subdistrict is experiencing problems, this is due to the development priority in North Rupat Subdistrict because it is considered to have more potential. The limitations of the APBD in development are the reason why not all areas on Rupat Island can be developed simultaneously. So there is a need for cooperation with many parties to develop tourism. The concept of dynamic governance-based tourism development can be applied as a tourism development strategy. This study uses a qualitative descriptive method, the authors conducted interviews, observations, and secondary data references. The writer performs data reduction, data display, and conclusion drawing. The results of this research are tourism development in Bengkalis Regency, a strategy (thinking forward) of policy formulation is carried out as the basis for tourism development for the next 15 years. In addition, the participation of the public and the private sector in tourism development is still low. In the context of Dynamic governance in tourism development in Rupat District based on the drafting of these regional regulations it can be a reference and indicator of successful tourism development in Bengkalis Regency, especially Rupat Island. Considering that Rupat Island is a Strategic Tourism Area for Bengkalis Regency.
This research aims at describing the process of services implementation through village information system based web and the villagers’ satisfaction from the aspects of satisfaction standardization. The method of the research was qualitative with hermeneutic phenomenology approach. It would see the texts of villagers’ life and experiences in using Village Information System Services. The data were analyzed by using van kaam model. It was found that service satisfaction of village information system in the context of individual experience identified from the staffs’ attitude, information, delivery, internal manager’s role, and time service accuracy. Based on the finding, it is recommended for the further researcher to conduct a study about the service implementation as well as e-government. The weakness of this research is that researcher conducted it in short time asking the individual’s experiences about the village service information system implementation
The increasing population growth which makes residents look for new land to live in both as a place to live and also a place to make a living has made many new settlers clear land in the Tesso Nilo National Park area without permission from the government, even though the Tesso Nilo National Park area is not allowed opening settlements and also opening plantation areas which currently have very many oil palm plantations in the area.Uncontrolled population growth due to easy access to “in-migration” to the TNTN location has resulted in increasingly severe forest destruction. The migrants who come to the TNTN area are generally tough farmers who come from various ethnic groups such as Javanese, Batak, Palembang, even now there are Toro Bali. This research aims to look at Population Migration in Toro Jaya Hamlet, in the TNTN Area and the Impact of Population Migration on Forest Damage in the TNTN Area.This research uses a qualitative approach. The research location is a forest area in the Tesso Nilo National Park which has become a settlement for residents.Key Research informants were selected by specifying (purposive) then using snow ball sampling technique for determining the next informant.The method of data collection was done by means of in-depth interviews, focus group discussions, documentation. Then the data were analyzed based onInteractive analysis model. The results show that the population migration in TNTN has increased significantly, coupled with the birth rate of the population, who are mostly couples of productive age, have made fertile land for population growth in TNTN. The smooth accessibility with the entry of public transportation vehicles (buses) to TNTN, especially Dusun Toro Jaya, coupled with the production of their “oil palm” plantation crops have also become a pull factor for many people to migrate to TNTN. This migration of the population has resulted in forest encroachment into residential areas and oil palm and rubber plantations. The encroachment will have an impact on the destruction and loss of native forest from Tesso Nilo National Park.Keywords: Population, migration, forest destruction
The customary village is a government unit that is managed by the customary community and has the right to manage the territory (ulayat rights) and the life of the community in the environment of the customary village. Kampung Kuala Gasib was chosen to be one of the traditional villages in the Siak distric. The socio-cultural life of Kampung Kuala Gasib is heterogeneous, where there are many different tribes who live side by side, in the economic life of the people of Kuala Gasib Village, the majority of which are in the oil palm plantation sector and make oil palm the main commodity in this area. The purpose of this research is to see the socio-economic correlation with the level of social welfare based on the level of employment, level of education, social groups, and assets that the community owns to support their socio-economic life. This research method uses a descriptive qualitative approach, and the validity of the data uses the census method. The results showed that the welfare level of the community was still mostly in the middle to lower class, with the dominant occupation rate being farmers at 11% and those who did not work at 37%.
