In this current globalization era, human resources investment is necessary for each country to improve the index of human development and economic growth, many countries have succeeded in economic growth by relying on human resources despite not having abundant natural resources. However, the success of resource investment is also strongly influenced by the availability of supporting facilities and infrastructure. Based on data of physical and non-physical investments of government expenditure in education and health sectors from 2007-2017, shows a positive trend with relatively increasing value. Meanwhile, based on data of human development index progress in Pekanbaru city in recent years showed a relatively declining value. This contradicts the theory of endogenous romer which explained that when the government or private sectors invest in human resources, it will encourage the improvement of human resources quality that reflects the progress of human development index. This study uses secondary data, namely government physical and non-physical expenditure data in the field of education and health in Pekanbaru City on Regional Budget in 2010-2017. The independent variable is government physical and non-physical expenditure in education and health sectors. While the dependent variable is the Human Development Index. The analysis method used is OLS (Ordinary Least Square) method where the data used are analyzed quantitatively using statistical analysis, namely multiple linear regression equations. Based on the results of research, government physical expenditure in education and government non-physical expenditure in the health sector does not significantly influence the human development index in Pekanbaru City. While government non-physical expenditure in education and government physical expenditure in health significantly affect the human development index in Pekanbaru City. Furthermore, for physical investment where in this research is the government physical expenditure in education and health sectors simultaneously has a significant effect on the human development index in Pekanbaru City. Whereas for non-physical investment where in this study is government non-physical expenditure in education and health sectors simultaneously has a significant effect on the human development index in Pekanbaru City.
Penelitian ini bertujuan untuk menganalisis pengelolaa asset dalam mendukung pendapatan asli daerah di Kabupaten Kuantan Singingi. Penelitian ini merupaka penelitian primer yang menggunakan 48 sampel key informan yang merupakan pihak dari dinas terkait yang berkaitan dengan pengelolaan asset di Kabupaten Kuantan Singingi. Penelitian ini menggunakan metode penelitian deskriptif kuantitatif dengan alat analisis yaitu analisis B/C ratio dan analisis SWOT. Hasil penelitian ditemukan bahwa Aset yang berpotensi meningkatkan pendapatan daerah di Kabupaten Kuantan Singingi adalah asset Jalan, Irigasi dan Instalasi hal tersebut karena pembangunan jalan dan irigasi memberikan kontribusi dlam kegiatan perekonomian di Kabupaten Kuantan Singingi yang umumnya bergerak di bidang pertanian dan perkebunan. Pengelolaan aset daerah dalam meningkatkan pendapatan daerah di Kabupaten Kuantan Singingi melalui perhitungan B/C ratio tahun 2014-2020 diperoleh nilainya < 1 maka proyek itu tidak ekonomis, yang mana artinya ialah pengelolan asset di Kabupaten Kuantan Singinngi tidak ekonomi yang mana belum memiliki kontribusi yang besar. Strategi yang tepat bagi pemerintah dengan kondisi aset daerah Kebupaten Kuantan Singingi yaitu SO (strength and opportunities) yaitu Strategi ini dibuat berdasarkan penggunaan kekuatan untuk memanfaatkan peluang. Tropical peatland ecosystems of Indonesia provide direct economic benefits to the local communities and act to maintain the local weather patterns. The impact of burning tropical peat swamp forests of land clearing for palm oil plantations can have significant consequences on the change in the characteristics of peat soil. The aim of this study was to determine the physical, chemical, and biological properties of the peat soils by the field and laboratory testing and analysis for understanding a change in the nature and characteristics of the peatlands at four locations in the Pelalawan regency of Riau province. The results showed that the effect of burning peat swamp forests can lead to a change in the physical, chemical, and biological properties of the peat soils. Soil permeability and soil microbial population can significantly decrease with increasing of the fire severity. The effect of different fire severities on the characteristics of peat soil are verified to contribute to advanced management of the tropical peatland in the future.
