Accreditation policies established by the government was not fully implemented by the private universities in Kebumen. Of the five existing private universities, only two private universities that have implemented policies such accreditation STIE Putra Bangsa and STIKES Muhammadiyah Gombong. While the other three universities namely AMIK PGRI Kebumen, STTM Kebumen, and Dharma Patria Polytechnic Kebumen, accreditation policy does not apply. Accreditation policy will encourage the efforts of private universities in improving the quality and competitiveness. Some private universities are implementing quality policy efforts and make improvements. However, several other private universities have not been applied so that the accreditation policies competitiveness indicators include the number of students, academic faculty qualifications, facilities and infrastructure, and cooperation with external parties can not be optimally carried out by universities that have not implemented the policy of accreditation. The purpose of this study was to determine how the universities accreditation policy impact on the competitiveness of private universities in Kebumen. This type of research is qualitative research, retrieval of data sources using the technique of "purposive sampling" by the number of informants as many as 30 people including structural universities officials, students, and stakeholders. Collecting data in this research is done through observation, documentation and indepth interview. Techniques of data analysis in this study is the analysis of the interactive model, includes four components, namely data collection, data reduction, data display and conclusions or verification. The theory used is a theory about quality assurance. The results of this study found that for private universities that implement accreditation policy of accreditation policies can have an impact on the competitiveness of more optimal effort in improving the quality of the acquisition so the number of students in each new admissions, academic qualifications are sufficient faculty, facilities and infrastructure are more adequate, and the amount of cooperation with external parties can be pursued optimally. But for private univertsities that do not implement the accreditation policies of competitiveness remains to be pursued optimally. This study aims to find out how public services are by using a humanistic approach organized by public service agencies as an effort to realize good governance. The public service agency under study was the Population and Civil Registry Office of Kebumen Regency. What is meant by the humanistic approach in the administration of public services in this research is the approach used in public services by prioritizing humanist/human values. This study uses a qualitative approach, which seeks to obtain as complete information as possible about public services carried out by the public service actors in the Population and Civil Registry Office of Kebumen Regency, which was explored through observation, documentation, and in-depth interviews with informants consisting of employees of the Population Service and Kebumen District Civil Registry and the public service users in the Population and Civil Registration Office of Kebumen Regency. In this study, writing is focused on issues relating to the delivery of public services using a humanistic approach for the realization of good governance. The humanistic approach in public services involves three aspects in the delivery of public services, namely the role of human resources shown through the attitude of the public service apparatus in serving the community, the process/mechanism/procedure of services carried out in the administration of public services, as well as facilities and infrastructure that support public services. Respect for humans is reflected in how the public service apparatus behaves towards the community they serve. The demand for good behavior which includes friendly, smiling, patient, empathy, and sympathy is an absolute thing in the Kebumen Regency's Population and Civil Registry Office in serving the community. Public services with a humanistic approach prioritize reciprocal communication between the public service apparatus and the people served.Keywords: good governance, humane, humanistic approach, public service.
Dewasa ini program pemberdayaan ekonomi kerakyatan menjadi isu sentral yang seringkali didengungkan dan menuntut perhatian lebih dari pemerintah. Isu yang berkembang menjadi wacana menarik perhatian ini adalah pemberdayaan usaha kecil dan menengah. Kukuhnya industri kecil yang cenderung lebih stabil dibandingkan industri besar pada saat krisis multidimensional menjadikan munculnya upaya bahwa perhatian yang tepat saat ini adalah lebih terfokus pada ekonomi kerakyatan melalui pemberdayaan masyarakat. Realita saat ini adalah banyak kalangan masyarakat yang sudah mulai berani untuk membuka usaha baru, dan cenderung dengan modal awal kecil dengan perhitungan yang kurang maksimal, hal ini menunjukkan bahwa kecenderungan bisnis masih berdasarkan hitungan ikut-ikutan. Yang terjadi saat ini adalah banyak bermunculan usaha yang jarang sekali di konsep secara bisnis dan asal-asalan. Namun demikian ada pula yang berkembang karena sudah dipersiapkan secara matang dan siap untuk dikembangkan. Bisnis yang paling banyak dikembangkan oleh masyarakat saat ini adalah di emperan toko, tepi jalan, yang biasa disebut dengan Pedagang Kaki Lima (PKL). Pedagang Kaki Lima (PKL) yang merupakan usaha mikro dari segi informal memang sangat perlu dikembangkan tentu saja disesuaikan dengan pemberdayaan ekonomi kerakyatan. Istilah Pedagang Kaki Lima (PKL) cenderung terkesan negatif, kaki lima pandangannya lebih negatif baik dari gangguan terhadap kelancaran lalu lintas, kumuh dan tidak bersih. Akan tetapi dengan konsep yang berubah, justru dari kaki limalah sumber perekonomian masyarakat bisa berkembang.
Being an adaptive and responsive bureaucratic apparatus in serving the community is something that absolutely must be done. A proactive attitude towards the progress and development of community life must also be possessed by the bureaucratic apparatus as a public servant. Therefore, the bureaucratic apparatus is required to have an entrepreneurial spirit (entrepreneurial bureaucracy). This study aims to find out how to entrepreneurship the local government bureaucracy in Kebumen Regency and to find out how the implementation of entrepreneurship in the bureaucracy is as a transformation of the entrepreneurial spirit in the public sector, as well as what are the problems faced in entrepreneurship bureaucracy in the Kebumen Regency Government. This study uses a qualitative approach, which is trying to get as complete information as possible about how to apply entrepreneurial principles to the bureaucracy through in-depth interviews. The writing is focused on issues related to the transformation of entrepreneurship in the bureaucracy in the local government of Kebumen Regency. The research subjects were the researchers themselves, while the informants used to collect data through interviews consisted of elements of the local government of Kebumen Regency. Based on the results of the research conducted, the concept of entrepreneurship of the Kebumen Regency Government bureaucracy through the principles of bureaucratic entrepreneurship has been carried out by various public service agencies.
