Gross Domestic Product (GDP) or Gross National Product (GNP), are commonly used to determine the economic performance of a whole country or region, to make international comparisons and to measure the produced output but they ignore the ingredients needed to generate such output like water and air. So, there is a general consensus that these indicators, (especially) according to the concepts of sustainable development and green growth, appear to be poor measurements. Environmental sustainability of economic growth has come to be recognized as one of the most important pillars of sustainable growth and development. Green GDP is an Index, an alternative indicator of economic growth that incorporates environmental consequences of that growth by including the depletion of natural resources and degradation of the environment, so it takes into consideration the environmental impacts on the productivity of the country. Taking in consideration that the main purposes of Green GDP accounting are used to provide a more correct measure of welfare and to examine the sustainability of the economy, we used this indicator to give our opinion for the importance of calculating Green GDP in the economic growth of Albania. We use the general scheme of calculation where the first deduction in GDP presents the costs of CO2 pollution (as CO2 emissions times carbon market price), second the opportunity costs of one tone of waste that could be used in the production of electrical energy), and a third is the adjusted savings of natural resource depletion as a percentage of the gross national income per country. Hence, we try to build an alternative Green GDP indicator that can give a clearer perspective on the consequences of economic progress by offering a new approach in quantifying the cost of ecological and environmental degradation in Albania. Not only will it evaluate the real costs of environmental damage, but it will also process some opportunity costs in Albania Case.
This paper aims to highlight the importance of regional cooperation in the Western Balkan countries and the difficulties on the path to European Union integration. The objectives of the study are to emphasize the advantages of regional collaboration; the aspiration of the Western Balkan nations to join the EU as a catalyst for cooperation by opening up fresh avenues for political, social, and economic advancement; initiatives, processes, and agreements are undertaken under the auspices of the Organization for Economic Co-operation and Development (OECD) and the European Commission for co-operation between them and preparation for EU integration; as well as obstacles and challenges to effective regional cooperation in the Western Balkans. The research method is based on Desk research and includes the study of literature, analysis, and monitoring conducted by independent institutions and bodies on regional cooperation and integration and integration into the European Union. Membership in the European Union as a common goal of the Western Balkan countries has promoted the whole Region for economic, social progress, and regional stability. Greater economic cooperation between the countries of the Western Balkans could be one of the main sources of economic growth in the coming years. The methods of regional cooperation have been the subject of frequent criticism by the governments of individual countries, which considered them arbitrary and unrelated to their reality. The situation created after the Russian attack on Ukraine has made all countries, regions, and international structures re-evaluate the aspects of economic development, political, social, local, regional, and global security. This material is an introduction of the main indicators having affected unemployment and job market, it is a theoretical and empirical analysis of different active policies of employment. The data used in this empirical analysis are observed during the last 15 years. Unemployment, is known as a macroeconomic "chronic disease" to which adding inflation, make up the two most determinative problems in economy. Often; the decrease of unemployment data is considered as the first symptom of the first phase of recession, making it a big financial burden to the government. Unemployment causes discredit of the human capital simultaneously it credits unemployed. Due to this fact, these categories except of being a financial burden to the government, they become a target of risk. (Increase of criminal cases in state level). Albania is the 5 th ranked in the region, after Macedonia (33%), Bosnia Herzegovina (24%), Serbia (17.4%) and Turkey (14%), Albania (13%), Montenegro (11%), Greece (9.4%), and Croatia (9.2%). Based on a time limit analysis, we can see that Montenegro has an extreme decrease of unemployment during last 10 years. Unemployment increase is the crucial factor which highly indicates in the average salaries, however, there's chance of being optimistic to the consumers because of the highly evaluated expectancies. "Expectancies for the 6 upcoming months are foreseen optimistic compared to the last of 2014, the actual balance has decreased in 5.4 points (the balance decrease shows the tendency in lower level of unemployment)", this is highly emphasized in the report of the Bank of Albania " Observation of business and consumer's faith".
