Supplier selection is one of the most important activity of company’s procurement of goods and services function. One of the methods that can be used is Analytical Hierarchy Process (AHP). This research was conducted in Procurement Department of PT. PUSRI Palembang. This study focuses on suppliers of consumable goods because this goods most often purchased. The sample of  the research were the employees in the department of goods procurement that handle the purchase of consumable goods. The final result of relative importance’s supplier selection criteria was found :First  Priority is Price (0,42), Second Priority is Quality (0,33), Third Priority is Response (0,11) and Fourth Priority is Delivery (0,09) and last priority is customer care (0,08 ). The fisrt priority supplier is PT. Kokai Indo Abadi (0.47). The result of this study that PT. Kokai Indo Abadi is the most consistent company in the procurement of consumable goods so it can be included in the next auction.

The amendment to the 1945 Constitution after the 1998 reform is based on the experience of the practice of state administration by the old and new order governments which are often referred to as authoritarian government systems, both overt and covert. The 1945 Constitution indeed gives enormous power to the President, both Sukarno and Suharto. Weaknesses contained in the 1945 Constitution that triggers the birth of the demands of the reformists to make amendments to the 1945 Constitution, especially concerning the power and term of office of the President. It is important to realize that after the 1945 Constitution is amended, it has very basic implications for the structure of the Republic of Indonesia. Before the amendment to the 1945 Constitution the existing state institutions are the People's Consultative Assembly, the President, the People's Representative Council, the Supreme Consultative Council, the Supreme Audit Board and the Supreme Court, whose titles are divided into two, namely the highest state institutions which are embedded in the People's Consultative Assembly, and the other is a high-level state institution.   After changes or amendments to the 1945 Constitution from 1999 to 2002 have implications for changes in the structure of existing state institutions and the number becomes more than before the change. The state institutions after the change are explicitly mentioned in the nomenclature such as: the People's Consultative Assembly, the House of Representatives, the Regional Representative Council, the Regional People's Representative Council, the President and Vice President, the Minister (Specially the Minister of the Interior, the Minister of Foreign Affairs and the Minister of Defense ) Governor, Regent, Mayor, Indonesian National Army, Republic of Indonesia National Police, Supreme Court, Constitutional Court, Judicial Commission and Supreme Audit Board. While there are other state institutions whose nomenclature is not mentioned explicitly namely; Advisory Council, Election Commission and Central Bank. As a consequence of the amendment to the 1945 Constitution, the constitutional system adopted has also changed. If before the change to the constitutional system adopted is the cameral union representative system, but after the change into the bicameral system, some even called it tri kameral

ABSTRAKKorupsi bagikan parasit yang menyebabkan bangsa ini terpuruk. Rezim silih berganti maulai dari rezin orda lama, orda baru dan orde reformasi, tspi belum ada satupun yang berhasil membasmi korupsi. Bahkan belakangan ini praktiknya sudah sangat kronis dan telah menjalar keseluruh komponen bangsa ini. Kita sadar betul netapa korupsi merupakan persoalan yang gawat, ibarat penyakit sudah masuk kategori stadium akut dan sudah mengakar dalam kehidupan masyarakat kita. Pada saat yang sama korupsi telah menurunkan citra pemerintah dan pejabat, baik di pusat maupun daerah. Birokrasipun kehilangan kepercayaan, pemerintahan yang bersih, jujur dan transparan sangat sulit untuk dicapai.Salah satu hal yang sering diketengahkan dalam rangka upaya pemberantasan korupsi di Pusat dn Daerah ialah bagaimana menciptakan Good Gaovernance. Konsep good governance setidaknya merupakan kontrol bagi aparatur negara dalam hal aturan main dan tata cara hidup berbangsa, bernegara dan bermasyarakat, sehingga upya menciptakan pemerintah yang bersih dan menegakkan supremasi hukum dapat berjalan dengan baik. Berbicara good governance harus seiring sejalan dengan reformasi birokrasi. Dengan berjalannya reformasi birokrasi dengan baik, maha diharapkan akan terjadi pembangunan yang simultan antara reformasi birokrasi dan demokrasi. Karena sampai dengan saat ini kedua hal ini, antara reformasi birokrasi dan demokrasi masih menghadapi tantangan berat, yang ujunganya akan berdampak pada semakin sulitnya untuk memberantas korupsi di Indonesia.Kata kunci : Korupsi, otonomi daerah, pemerintahan yang baik. The regime has changed from the revision of old orders, new orders, and reform orders, none of which have succeeded in eradicating corruption. Even lately the practice has been very chronic and has spread throughout the components of this nation. We are well aware of how corruption is a serious problem, like a disease that has entered the acute stage category and has taken root in the lives of our society. At the same time corruption has reduced the image of the government and officials, both at the central and regional levels. Even bureaucracy loses trust, clean, honest and transparent governance is very difficult to achieve.One of the things that is often addressed in the context of efforts to eradicate corruption in the Central and Regional Centers is how to create Good Governance. The concept of good governance is at least a control of the state apparatus in terms of the rules of the game and procedures for living a nation, state and community, so that the effort to create a clean government and uphold the rule of law can work well. Speaking of good governance must be in line with bureaucratic reform. With the implementation of bureaucratic reforms well, it is hoped that simultaneous development will occur between bureaucratic reform and democracy.
