Worldwide, agriculture is subsidized. The state is trying to provide financial assistance to agricultural producers. But the WTO framework does not allow these financial flows to be directed in any direction. Support is needed that does not directly affect the formation of prices and does not violate the rules of international trade. Therefore, there is a need to improve the mechanism for the provision of budgetary funding. This immediately invokes a dilemma: to increase the efficiency of their use and to increase the efficiency of production. In agriculture, land is the main means of production. Therefore, the issue of improving the efficiency of land use, and in particular, agricultural land, has received close attention. The system of green box subsidies for crop production, which in Russia since 2013 has been used as a tool of state support for agricultural heat producers, requires further improvement. This type of financing is considered to be unrelated, since it does not define the type of supported products. The funds, in accordance with the new rules, are issued to farms for reimbursement of expenses for conducting agrotechnological field work, improving environmental safety, improving fertility and soil quality, based on the total area of crops. But in the distribution of the regional part of subsides, the methodological approaches for the subjects of Russia have differences that are related to their budgetary support and the attitude of the regional authorities to the agrarian sector. The article proposes the author’s method of allocating budget funds, taking into account the coefficient of costs coverage per unit of soil appraising score. It will enhance the efficiency of their use and, at the same time, increase the efficiency of use of agricultural land. Financing agricultural producers in the region as part of green box subsidies allows them to receive state assistance in a timely manner and gives time to prepare for the sowing campaign in technical and technological terms, as well as to conduct it in the optimum time frame.
Under financial globalization and internationalization of economy, each subject of the Russian Federation should develop foreign economic relations to ensure competitiveness. At the same time, the expansion of international relations between various subjects of foreign economic activity leads not only to an increase in the number of counterparts, but also to the emergence of dangers that threaten the economic security of the regions and, as a consequence, the national security of Russian Federation. Agricultural producers should be especially attentive, taking into account the specifics of production of their products. Based on the analysis of statistical information and factors influencing the stability of regional economy competent approach to the formation and design of the concept for organization of foreign economic activity of the subjects of the Russian Federation will contribute to strengthening their financial condition, and, ultimately, minimize the risks associated with foreign trade and threatening the economic security and stability of the region. The relevance of the research topic is substantiated by the fact that certain risks are inherent in the implementation of foreign economic activity by any of its participants. The risks typical for the foreign economic activity of the subjects of the Russian Federation include the following: risks associated with the territorial location and external risks (political, macroeconomic, legal, etc.). Each of these risks individually and all of them together have a direct impact on the stability of the region and its economic security, disrupting the equilibrium development of the subject of the Russian Federation. When organizing foreign economic activity of the region, it is important to take into account the peculiarities of its development (historical, cultural, economic, natural-climatic, etc.). This article examines the relationship of foreign economic activity, economic security and stability of the region, considers the conditions for expanding foreign economic activity, and also presents the proprietary approach to developing the concept of organizing foreign economic activity of the subjects of the Russian Federation.
The territory occupied by the Russian Federation is characterized by considerable size and spatial heterogeneity, so the economies of individual regions are noticeably different from each other. This is due to the difference in resource potential, the structure of the economy and the different role of the constituent entities of the Russian Federation in world economic relations. At the same time, some regions occupy a border position favorable for the conduct of foreign trade, which may become one of their advantages in international cooperation. The subjects of the Russian Federation located on the border with foreign countries, based on their geographical position, compared with other regions, have clear advantages in attracting foreign investors and selling their products for export. Major financial flows, denominated in currency and mediating cross-border transactions, must go through these entities. Based on this, the development of mutually beneficial cooperation between domestic border regions and foreign countries is included by the Government of the Russian Federation among the priority areas of national economic policy. In the process of preparing and writing this article, it was determined that the dynamic and sustainable development of the economy in these constituent entities of the Russian Federation is largely determined by a competent solution to the problems of local self-government, which takes into account the peculiarities of the development and functioning of economic entities in border conditions. Analyzing the development of the Kurgan region, the authors came to the conclusion that it does not fully realize the advantages of its geographical location – on the border with the Republic of Kazakhstan. Consequently, the problem of studying the impact of the border on the sustainable and dynamic development of the territory remains relevant today.
